Job Title

Under the direction of the general prosecutor and the secretary general who assists him, the chief of staff provides support to the institutional activity of the head of court, in non-jurisdictional matters.

The chief of staff mainly intervenes in the following areas:

• Organization of the cabinet: management of the agenda, mail, in liaison with the secretariat, preparation of trips and public interventions of the general prosecutor.
• Institutional coordination: preparation of meetings, follow-up of relations with prefectural services, investigation and security services, administrations and all institutional partners.
• Communication: the chief of staff assists the head of court in his communication. He may be responsible for the organization and animation of events (seminars, conferences). He participates in the feeding of the jurisdiction's social networks. He edits various communication materials including the quarterly review of the court of appeal.
• Follow-up of sensitive files: the chief of staff is particularly solicited in matters of anticipation and crisis management, especially meteorological crises. He updates the various crisis management plans. In general, he can carry out particular missions or the conduct of projects.

The chief of staff works in close collaboration with the chief of staff of the first president of the court of appeal, the two secretaries general and the secretariats of the heads of court.

On some of these missions, especially in crisis situations, each chief of staff may substitute for his counterpart.

The chief of staff ensures to maintain and develop with the general prosecutor, a high-level technical expertise, a know-how including listening and appropriation of the needs of the jurisdictions of the ressort and the partners of the judicial institution.

His missions require from him an aptitude for proactivity and a very high reactivity, an ability to work in urgency as in time and to face within the team of the court of appeal to crisis situations.

The position of chief of staff can be a springboard towards jobs of head of service within the Ministry of Justice, or interministerial careers of administrative cadre.

Previous professional experiences are desirable: a first experience within a judicial service would be appreciated.

Training offers associated with your start in office: the chief of staff will have access to the trainings offered to all agents of the ressort.

Work organization:
Article 10 of the decree of 25/08/2000. The chief of staff is subject to the system of days allowance

Restoration: conventions allow to eat in administrative restaurants. Restaurants are also located nearby.

Transport accessibility / Parking: the weakness of public transport supply makes it necessary to be a holder of the driver's license and to have a vehicle. No particular parking facilities.

The court of appeal has both a jurisdictional activity (ruling on appeals formed against the decisions of first instance) and an activity of pilotage and administration of the ressort (management of human resources, real estate, budgetary affairs).

The general prosecutor's office of the court of appeal of Basse-Terre is composed of 5 magistrates, 3 justice attaches, 2 administrative secretaries, 3 clerks, 1 driver.

The chief of staff to be recruited is under the authority of the general prosecutor, represented by the secretary general if necessary.

The chief of staff is in contact with all the agents of the court of appeal and the jurisdictions of the ressort. He is frequently in contact with his counterparts from other administrative or jurisdictional services as well as with various providers of the jurisdiction.
