Position: Finance Director (RHC)

Position Summary

The Finance Director is responsible for all fiscal functions of RHC and compliance with all regulations from funding agencies. The Finance Director supervises and manages organization programs and personnel, in addition to providing oversight of contracts including subcontractor agreements, grants, and IHS compact and funding agreements.

Essential Duties & Responsibilities
  • Promote the goals and objectives of the Tribe, specifically RHC mission, vision, and values.
  • Develop and manage strategies to ensure effective financial planning and analysis, review RHC strategies, determine financial resource requirements and goals, set tactical goals for the division, determine scope and priorities of projects, and coordinate resources required to achieve goals.
  • Supervise RHC financial reporting and budgeting functions, monitor analysis of budget and financial variables, revenue cycle and financial planning activities.
  • Organize and utilize diverse funding streams to attain specific funding stream deliverables and achieve overall organizational goals.
  • Oversee and direct budgeting, accounts receivable and payable, billing, auditing, payroll, tax accounting, contract health services, purchasing, and insurance activities for the organization.
  • Manage the Fiscal Department, including staff and staff development, in accordance with established policy and procedure.
  • Manage and schedule assigned staff; hire, orient, evaluate departmental staff; develop goals, assign tasks and projects; develop staff skills and training plans; counsel, train and coach financial and operations managers; implement corrective actions and conduct performance evaluations; provide leadership, direction and guidance in financial and technical strategies and priorities.
  • Identify, prioritize, and escalates issues as appropriate for consideration and review by the Executive Director and Governing Board (Tribal Council); organize and track action items, following up as needed to ensure completion or appropriate updates.
  • Provide financial advice to the Executive Director, Tribal CEO and Tribal Council, including negotiating fiscal‑and revenue‑related decisions for budgetary and strategic planning.
  • Monitor cash flow and prepare annual/monthly cash flow forecasts.
  • Oversee revenue cycle processes; identify needed improvements, opportunities for growth and development, and troubleshoot as needed to ensure collection of potential revenue.
  • Maintain confidential and proprietary information of RHC and Tribe; keep patient information confidential, secure and culturally appropriate; comply with HIPAA regulations.
  • Ensure RHC work in accordance with established policy and procedure.
  • Prepare regular financial reports to the Tribal Council, Treasurer, Executive team, and Health Committee.
  • Prepare and submit the following reports:
    • Annual Medicare and Medi‑Cal Cost Reporting.
    • Quarterly and annual financial reports to IHS, State, Sales Tax and Dental Lab or other grants as required.
    • Annual 571L Property Tax reports.
    • Annual Business Licenses/renewals.
    • Annual Worker’s Comp Audit, in conjunction with Human Resources.
  • Requisition supplies and equipment for the department; inventory and update outdated equipment.
  • Ensure proper internal accounting controls are in place and being followed.
  • Monitor financial components of all contracts/grants; serve as primary liaison on financial affairs with funding sources.
  • Assist the Pharmacist with 340B pharmacy compliance as needed.
  • Develop and monitor all budgets (State, federal and private funding sources) and provide timely reports to all funding agencies.
  • Ensure compliance with federal, state, and local regulations.
  • Submit financial data to support and create indirect cost rate proposals; work with Executive Director and leadership on CSC and other IHS negotiations.
  • Prepare market analysis and budgetary projections for new services.
  • Provide direction and training to other RHC and Tribal staff supporting the Executive Administration or the Tribal Council.
  • Coordinate and support annual audits of RHC, and conduct other audits as needed to verify financial records.
