Definition

Under general supervision, this position performs a variety of storm water and non‑storm water compliance inspections and field work in conformance with the City's Storm Water Ordinance and National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit for municipal facilities, construction sites, residential, and commercial and industrial businesses. Compliance and field work includes erosion and sediment control;

evaluation of existing site design, source and structural control Best Management Practices (BMPs) related to outdoor work and storage areas, vehicle and equipment fueling and maintenance, waste handling; delivery areas and loading docks; illicit and illegal connections to the City's storm/sewer drain systems; compliance with applicable construction standards, Storm Water Pollution Prevention Plans (SWPPP) and Water Quality Management Plans (WQMP);

material inspection; and observation of construction of various treatment control BMPs during and post‑construction. Other responsibilities may include monitoring and sampling of storm water and non‑storm water runoff; keeping project diaries; updating databases; and coordinating with other City departments and agencies.

Knowledge & Education

Equivalent to an associate's degree in environmental science, biology or a closely related field and five years of work‑related experience in storm water management; OR a high school diploma and seven years experience in public works or environmental inspection with an emphasis in performing storm water compliance inspections.

  • Knowledge of City NPDES Ordinance and guidelines and regulations pertaining to local government operations, industrial storm water pollution prevention plans and BMPs for industrial facilities.
  • Knowledge of SWPPP goals and guidelines and regulations pertaining to local government operations, Federal Clean Water Act.
  • Knowledge of basic engineering concepts and practices and biological and chemical principles as related to water quality issues, sampling and laboratory methods, research techniques, public relations principles.
  • Knowledge of applicable federal, state and local laws, engineering plans, maps, legal descriptions, title reports, local ordinances and codes and department operating procedures.
  • Knowledge of methods, practices and procedures of mapping, drafting, specification development and other technical functions in support of a civil engineering office; permitting procedures; research techniques.
  • Understanding of laws and ordinances governing land use, legal property descriptions and utility construction; engineering symbols and terminology; engineering mathematics; data entry and filing techniques.
Skills & Abilities
  • Ability to operate a computer terminal and use geographic information systems, permitting, digital media and CAD software as well as word processing, spreadsheet and graphics software; operate standard office equipment.
  • Ability to research property ownership, valuation and other legal matters.
  • Ability to prepare and update maps and engineering documents related to City infrastructure.
  • Ability to read, interpret, understand and prepare engineering records.
  • Ability to organize, file and maintain engineering records.
  • Ability to follow oral and written instructions; prepare and maintain notes, reports, maps, specifications and descriptions; make mathematical computations.
  • Ability to organize and prioritize tasks to meet deadlines.
