Resident Engineer – Transportation Infrastructure – Southern California
Parsons is seeking a highly experienced Resident Engineer to lead and direct major transportation design and construction projects for Caltrans and other state and local agencies in Southern California. The role involves extensive interface with Caltrans, OCTA, RCTC, LA Metro, and other city agencies, as well as rail and transit clients in the region.
Responsibilities- Provides direction to staff to ensure complete, accurate and timely contract records are maintained in accordance with State and Federal regulations.
- Confers with contractors regarding compliance with plans and quality of work.
- Responsible for field inspections and material testing of contractor’s work to determine compliance with plans, specifications, special provisions, and utility agreements.
- Prepares reports and incorporates daily inspection reports from Field Inspectors, documenting contractor activity.
- Maintains accurate project records and ensures compliance with departmental policies and procedures.
- Calculates and documents field quantities for payment purposes.
- Documents as‑built condition of the constructed facility.
- Monitors contractor’s project schedule and budget.
- Prepares contract change orders for alterations, deviations, or deletions to the plans.
- Formulates solutions for field conditions that necessitate a contract change order, including potential re‑design work.
- Prepares contract‑related documents for submission to the contractor.
- Reviews CPM schedules and identifies and mitigates project risks.
- Completes a daily project diary of activities and discussions regarding the contractor’s work and interactions with the Senior Construction Manager.
- Leads or assists in the resolution and response to contractor disputes in a timely manner as provided by the contract.
- Elevates unresolved disputes to Senior Agency staff when appropriate.
- Prepares draft claim reports for Agency Contract Management when required.
- Manages interdisciplinary professional teams, mobilizes company resources, and creates effective project teams.
- Integrates competing elements into planning and execution processes to ensure smooth project requirements flow.
- Acts as the company representative with the client and selected subcontractors during pre‑construction and construction, negotiating scope changes and assisting with marketing to secure additional work.
- Participates in negotiations with regulatory agencies and public meetings in support of the client.
- Oversees the establishment of Project Execution Plans, Health and Safety Plans, QA/QC Plans, and other required documents.
- Establishes program requirements for all project areas and monitors deliverables for adherence to criteria.
- Works with managers, engineers, inspectors, and discipline leads to develop budgets, schedules, and plans; ensures project meets or exceeds established goals.
- Develops and executes action plans to rectify potential cost overruns or delays.
- Promotes technical and commercial excellence via the application of the Quality Plan.
- Collaborates with operations, business development, and proposal services to develop strategies for winning projects and drafting proposals.
- Holds a bachelor’s degree in project management or civil engineering.
- Is a registered civil engineer in California.
- Has demonstrated experience in managing large‑scale design projects; build‑project experience is desirable.
- Has experience on Caltrans projects.
- Has 10+ years of engineering management experience on Road/Highway and related infrastructure programs.
- Is a “seller/doer” who can manage projects, interface with clients, identify new work, and be hands‑on technically.
