Emergency Services Manager

As a key leader in Corona's emergency preparedness efforts, the Emergency Services Manager plays a central role in strengthening the City's resilience and readiness for crisis situations. Under general direction, this position coordinates and oversees comprehensive Citywide emergency management programs, ensuring alignment with SEMS, NIMS, and all federal, state, and local regulations. The role includes developing and maintaining the City's Emergency Operations Plan, managing the program budget, and guiding preparedness training and functional exercises that equip both staff and residents to respond confidently during emergencies.

As a collaborative leader, the Manager partners across departments and external agencies to support unified planning and response efforts essential to public safety. With both strategic and hands-on responsibilities, this role is ideal for someone who thrives in dynamic environments and wants to make a meaningful impact on community resilience.

This position also offers the opportunity to shape Corona's emergency management policies through the development of ordinances, resolutions, and legislative review supporting mitigation, preparedness, response, and recovery operations. The Emergency Services Manager oversees staff, fosters stakeholder engagement, and ensures that all emergency management priorities align with evolving best practices and requirements. As a pivotal force within the City, the Manager activates and supports the Emergency Operations Center during major incidents, ensuring effective coordination and communication when it matters most.

EDUCATION & EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in emergency management or a related field.
  • Four (4) years of public affairs or emergency management experience, including one year of supervisory experience.

  • Possession of a valid California Driver's License, to be maintained throughout employment.
