Minimum Qualifications Summary Certification & Education

* Be able to write correspondence in a military format, when necessary Job Objective Design, develop, produce, and consult on a variety of internal and external communication materials and media that support NSWC's communication strategy. We're looking for a communication professional to creatively interpret military concepts, strategy, and doctrine into multimedia products (graphics, video, digital imagery, trifold pamphlets, infographics, and social media posts) that will deliver an informative and compelling user experience across multiple media types.
The contractor shall serve as the primary graphic designer for producing the artwork needed for Public Affairs and Commander's Action Group products. Responsibilities
* Graphic Services
* When assigned, prepare, and develop electronic graphics for use in briefs, publications, multimedia products, social media products or other projects as specified by the NSWC Public Affairs Officer. Each graphic design assignment will have its own unique deadline based on command and public affairs priorities.
* Utilize appropriate design software programs, including Adobe Creative Suite, including Photoshop, Dreamweaver, Illustrator, Muse, Premier Pro, After Effects, InDesign and any new versions or upgrades that come available during the period of performance. Provide multi-media and graphic design support for NSWC Public Affairs tasks using aforementioned software. Each graphic design assignment will have its own unique deadline based on command and public affairs priorities.
* Maintain knowledge in the graphic design domain and have a strong technical aptitude to learn new and evolving multimedia production tools, methodology, technologies, and resources.
* Communications Services
* Create communication products to inform NSW's internal and external audiences. Standards shall be consistent with copyright laws, DOD, Navy, SOCOM, NSWC, AP Style and industry standards to the maximum extent practical, or meet the requirements specified by the NSWC Public Affairs Officer. Products may include brochures, posters, flyers, business cards, photo editing, printing/finishing of products, graphic design, and website/social media visuals.
The majority of work is computer-generated. Each graphic design will have its own unique deadline based on command and public affairs priorities.
* In coordination with the NSWC Public Affairs Planner and the NSWC long range public affairs calendar and after specific events/themes (Hispanic Heritage Month, SEAL Team Anniversary, NSW Medal of Honor Award Anniversary) are determined, contractor will research and collect relevant content, including submitted and/or publicly released articles, visual information, and graphics. This content will be found on Navy.mil, DVIDS, or will be submitted by lower echelon commands.
Content will be used to create layout designs to be included in briefs, NSW's public facing website, and social media. Each graphic design will have its own unique deadline based on command and public affairs priorities.
* Visual Media Services
* When necessary, use a government provided DSLR camera to take photos that support graphic design projects. Imagery will be edited using government provided Adobe editing software.
* Perform photographer duties for studio appointments to take official Government photographs and other official command activities and/or events using DSLR camera and studio lighting. Imagery will be edited using government provided Adobe editing software, archived, and provided to customer via print out or email (per customer request) by the next business day.
* Provide color correction and processing of imagery that meets or exceeds the highest ethical standards followed by the DoD and the news industry as set forth in Chapter 8 of the DoD Visual Information Style Guide and DoD Instruction 5040.02. Education & Certification
