Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Duties
* You will formulate budgets and estimates to support plans, programs, and activities.
* You will review and evaluate budget requests, and control and report obligations and expenditures.
* You will develop, determine, and interpret budgetary policies and practices.
* You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
* You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers.
* You will perform specialized work involving managerial or administrative work in connection with accounting systems.
* You will conduct analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.
* You will track and control funds for special programs.
* You will perform analytical or program work pertaining to payroll, cash control, or benefit systems. Requirements Conditions of employment

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector: formulating complex budget estimates and justifications to support organizational plans and programs; creating various funding documents (e.g., G-invoicing, Military Interdepartmental Purchase Requests (MIPRs), Purchase

Requisition s (PRs), or funding agreements) to properly obligate and track funds; completing several ad-hoc data calls by analyzing and interpreting data from multiple financial systems to provide accurate information to senior leadership; and interpreting and applying standard budgetary, accounting, and financial regulations to manage specialized accounting systems and provide technical guidance to stakeholders.
