Land Development Manager

The Land Development Manager is responsible for managing the Division’s land development program, directing activities such as roadway construction, water and sewer installation, earthwork, landscaping, irrigation, vertical construction, and public utility coordination. The role ensures the successful and timely delivery of new projects through the use of construction schedules, contract documents, land development budgets, environmental studies, geotechnical reports, engineering and architectural construction plans, and permit compliance reports.

Responsibilities
  • Work closely with Area Construction Managers and the Director of Construction to deliver completed, ready‑to‑build home sites.
  • Assist in creating development budgets during the entitlement process and value‑engineer specific aspects of the project design.
  • Develop working relationships with jurisdictional entities while maintaining land use and development rights.
  • Oversee projects from permit approvals through construction, recording plat, final certification, and community turnover.
  • Manage all field operations related to land development, including erosion control, grading, wet and dry utilities, paving, sidewalks, landscaping, hardscaping, amenities, post‑construction as‑built documentation, certifications, and compliance letters.
  • Conduct HOA management, including quarterly meetings, budget analysis, and improvements to common open spaces.
  • Maintain bonds and retrieve all types of guarantees used by the division.
  • Collaborate with departments to deliver amenity/recreation centers, common entry landscaping, and ensure proper marketing windows.
  • Manage SWPPP compliance and responsibilities.
  • Review project development budgets with the Director of Development for reconciliation.
  • Perform additional duties as assigned by the Director of Land Development.
Qualifications
  • High School Diploma or equivalent required;
    Bachelor’s degree in construction management, engineering, or a related program preferred.
  • Minimum 5 years of experience in land development.
  • Computer literacy, including word‑processing, spreadsheet analysis, project scheduling, and data management software.
  • Detail‑oriented problem‑solver able to manage complex situations.
  • Valid driver’s license with a good driving record.
  • Valid auto insurance coverage required.
Physical & Site Presence Requirements
  • Regular, in‑person attendance at company communities, job sites, and offices during normal work hours.
  • Ability to work more than eight hours per day in a construction trailer.
  • Ability to operate a motor vehicle, read plans, climb stairs and ladders, bend, stoop, reach, lift, move, and/or carry equipment that may exceed 50 pounds.
  • Occasional operation of construction equipment may be required.
  • Finger dexterity required to operate a computer keyboard and calculator.
