Primary

Purpose:

Direct and manage the district's curriculum and instruction department. Ensure that the development and delivery of curriculum and the instructional program is effective and efficient, incorporates district goals, and supports student achievement.

Qualifications:

Education/Certification:

Master's degree in education administration

Special Knowledge/

Skills:

Knowledge of curriculum and instruction

Ability to interpret data and evaluate instructional programs and teaching effectiveness

Ability to manage budget and personnel

Ability to implement policy and procedures

Strong communication, public relations, and interpersonal skills

Experience:

Three years experience as a classroom teacher

Five years experience in instructional leadership roles

Major

Responsibilities and Duties:

Instructional Program Management

* Oversee the development and delivery of curriculum and instructional programs that incorporate district goals and support student achievement.

* Plan, implement, and evaluate instructional programs with teachers and principals; including learning objectives, instructional strategies, and assessment techniques.

* Apply research and data to improve the content, sequence, and outcomes of the teaching/learning process.

* Collaborate with curriculum specialists, principals, teachers, and other instructional staff to develop, maintain, and revise curriculum documents based on a systematic review and analysis.

* Engage instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs. Oversee the purchase and distribution of instructional materials.

* Ensure the use of technology in the teaching/learning process.

* Plan the necessary time, resources, and materials to support accomplishment of education goals.

* Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate.

* Participate in the district-level decision-making process to establish and review district goals and objectives and classroom instructional program of the district.

* Actively support the efforts of others to achieve district goals and objectives and campus performance objectives.

* Monitor and reevaluate instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.

* Secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives.

* Oversee staff development programs and provide effective activities that support instructional programs, incorporate input from teachers and principals, and are consistent with the district's mission.

* Develop, train, implement, and refine the Teacher Incentive Allotment for Calallen ISD teaching staff.

Policy Reports and Law

* Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.

* Compile, maintain, and file all reports, records, and other documents required, including mandatory reports to TEA.

* Follow district safety protocols and emergency procedures.

Improvement Planning

* Assist in the design and coordination of activities for the development and implementation of the district improvement plan.

* Consult with campus principals and their staff regarding development, monitoring, and evaluation of campus improvement plans and ensure alignment with the district improvement plan.

* Assist district leadership to develop and continuously review improvement plans to ensure compliance with state and federal requirements.

Budget

* Develop and administer the curriculum and instruction budget based on documented program needs and ensure that operations are cost effective and funds are managed prudently.

* Compile budget and cost estimates based on documented program needs.

Records

* Ensure the proper coding of all special program populations in the Student Management System for TSDS reporting.

* Develop and maintain systems for retrieval of information in support of all programs.

* Compile, maintain, file, and secure all physical and computerized reports, records, and other required documentation.

Personnel Management

* Prepare, review, and revise job descriptions in curriculum and instruction department.

* Recruit, train, and supervise department staff and make sound recommendations relative to personnel placement, assignment, retention, discipline, and termination

* Evaluate job performance of department staff to ensure effectiveness

* Assist with the implementation of the designated teacher appraisal system.

Communication

* Provide for two-way communication with principals, teachers, staff, parents, and community.
