The Administrator leads the design, implementation, oversight, and continuous improvement of the Teacher Incentive Allotment (TIA) and related educator performance and compensation initiatives. This position exercises independent judgment and discretion in ensuring TIA systems are compliant with Texas Education Agency (TEA) requirements, aligned to state statutes, and responsive to the strategic goals of the Education Service Center (ESC) and partnering local education agencies.
EducationQualifications
- Bachelor's degree in Education, Education Leadership, or related field
- Master's degree in Education or related field
- Valid Texas teaching certificate
- Valid Mid-management or Principal certification
- T‑TESS appraiser certification is required or obtainable within 6 months of hire
- Three years of successful teaching experience
- Experience as a school administrator or university educator preparation program
- Experience as a T‑TESS appraiser
- Working knowledge of the Texas Essential Knowledge and Skills (TEKS), and high‑quality instructional practices
- Experience with professional development facilitation
- Strong organizational, communication, and interpersonal skills
- Demonstrated ability to manage multiple projects, timelines, and compliance requirements
- Strong communication, public relations, and interpersonal skills
- Ability to lead and coordinate complex program functions
- Ability to supervise and evaluate professional and support staff
- Working knowledge of applicable state and federal funding regulations
- Ability to oversee and coordinate multiple budgets and funding streams
- Lead and oversee the coordination and implementation of TIA to ensure compliance with Texas Education Code and TEA requirements
- Ensure accurate LEA designation system submissions and documentation in TEA systems
- Monitor system fidelity and alignment between approved TIA plans and implementation
- Evaluate district designation criteria and growth measures to ensure compliance
- Collaborate with superintendents, HR directors, and campus leaders to support TIA system design and implementation
- Facilitate regional training and technical assistance sessions
- Participate in district/site visits and stakeholder meetings
- Represent ESC‑2 in statewide collaborations related to TIA initiatives
- Facilitate seminars, training, and workshops in areas such as classroom management, lesson planning, pedagogy, and content‑specific strategies
- Directly supervise and evaluate the performance of assigned personnel
- Follow policies, procedures, and laws related to accounting, government business, and grants
- Follow organizational policies, procedures, and protocols, and work to ensure all safety and regulatory guidelines are adhered to
- Provides administrator level assistance to conceptualize, support, and implement special innovative projects
- Collaborates with other ESC departments to contribute to the effectiveness of the organization and to ensure staff pursue a common vision for overall improvement
- Maintains an effective, open system of communication with the Executive Director, Deputy Director, Associate Directors, and staff
- Communicates and promotes high expectation levels consistent with organizational goals
- Assumes responsibility for developing and implementing an organizational climate conducive to positive staff morale
- Contribute to the mission, vision, and core values of the organization to promote a positive organizational culture
- Participate in the Planning and Performance Management (PPM) initiative, contributing to the development, execution, and tracking of strategic goals and performance metrics to support organizational success

Stay current with TEA regulations, and certification requirements - Engage in ongoing professional learning in coaching, instructional leadership, and teacher evaluation practices
