Position: RRC - Pipeline Safety Field Inspector IV, Region 7 (South Texas)

Overview

The Railroad Commission of Texas is a state agency with primary regulatory jurisdiction over the oil and natural gas industry; pipeline transport and pipeline safety; natural gas utilities; the LP‑gas industry; and surface mining operations. The Pipeline Safety Department, within the Oversight and Safety Division, has direct oversight of approximately 224,067 miles of intrastate pipeline. We seek a Pipeline Safety Field Inspector IV for Region 7 (South Texas) to conduct technical fieldwork, inspections, and incident and accident investigations.

Responsibilities
  • Conduct pipeline safety evaluations and incident and accident investigations.
  • Determine whether pipeline operators comply with applicable natural gas and hazardous liquids pipeline safety rules and regulations.
  • Perform timely inspections and consistently report findings.
  • Schedule flexibility to respond to emergency situations and conduct investigations.
  • Complete and submit weekly inspection reports, incident reports, and administrative reports.
  • Compose and update technical reports on assigned laptop within prescribed timelines.
  • Operate a state‑issued vehicle with extensive driving and field work.
  • Travel extensively (50% of the time, often overnight).
Qualifications
  • Graduation from a standard senior high school or G.E.D.; four years of work experience.
  • A valid Texas Driver's License.
  • Must reside in or be willing to relocate to one of the counties in Region 7 (Corpus Christi, Brownfield, Nueces, San Patricio, or Kleberg).
Preferred Qualifications
  • BA/BS or MA/MS degree from an accredited four‑year college or university in Engineering or related field.
  • Associate Degree or technical certification from an accredited college/technical institute in Engineering/Petroleum/Corrosion Technology plus two years’ relevant professional work experience.
Knowledge, Skills, and Abilities
  • Working knowledge of engineering principles, theories, and techniques.
  • Knowledge of engineering procedures and mathematics.
  • Skill applying engineering concepts for conducting pipeline safety inspections.
  • Excellent organizational, communication, and writing skills.
  • Ability to apply engineering concepts when inspecting gas, hazardous liquids, and CO₂ pipelines and facilities.
  • Ability to learn regulations and standards.
  • Ability to communicate technical information both verbally and in writing to a variety of audiences.
  • Ability to work independently and on a team.
  • Ability to address issues professionally, maintain relationships with stakeholders, and respond to high‑pressure situations.
  • Physical ability to work outside in extreme weather, climb, stoop, reach, crawl, lift or move up to 50 pounds, and stand/walk outside for extended periods.
  • Proficiency with Microsoft Office Suite and database systems.
Work Hours

Standard office hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Alternate schedules may be discussed with the hiring manager and telework options are available pursuant to the agency’s approved Telework Plan.
