Job Summary
The Senior Project Manager (SPM) is responsible for leading all phases of a large-scale federal construction project—from preconstruction through final turnover and government acceptance. The SPM serves as the primary day-to-day contact for the client, including USACE or NAVFAC representatives, and provides leadership to both in-house and field teams. Responsibilities include oversight of submittals and shop drawings, cost control, schedule execution, federal reporting requirements, and coordination with government officials for inspections, commissioning, and compliance.
The SPM ensures all subcontractors maintain strict adherence to federal quality, safety, and contractual standards.
- Lead and promote a strong Safety Culture aligned with USACE EM 385-1-1 or NAVFAC safety requirements.
- Manage all field construction activities, engineering coordination, and project support functions in accordance with federal contract documents.
- Serve as the primary liaison with USACE/NAVFAC contracting officers, CORs, ACOs, QA representatives, and government inspectors.
- Ensure all work complies with federal specifications, UFCs, UFGS, and agency-specific requirements.
- Responsible for controlling costs, maintaining profitability, and managing project financial performance.
- Oversee development of the project schedule (Primavera P6 preferred) and monitor production to ensure timely completion.
- Provide monthly cost reports, cash flow projections, and owner billings in accordance with federal reporting standards.
- Review cost reports and analyze productivity trends to identify opportunities for improvement.
- Conduct regular project inspections and advise field supervision on progress, quality, and safety concerns.
- Coordinate subcontractor work to ensure compliance with project scope, specifications, and federal requirements.
- Monitor procurement activities to ensure timely delivery of compliant materials and equipment.
- Determine equipment needs and ensure proper maintenance and utilization.
- Provide oversight of the project’s Quality Control Program, ensuring alignment with USACE/NAVFAC QC requirements.
- Support the QC Manager in implementing the Three-Phase Control System (Preparatory, Initial, Follow-Up).
- Review and approve shop drawings, RFIs, and submittals for compliance with federal specifications.
- Ensure accurate documentation and timely communication with government QA personnel.
- Coordinate with architects, engineers, government inspectors, and owner representatives to resolve project issues.
- Lead regular coordination meetings with project supervision and subcontractors.
- Maintain strong relationships with federal agencies and local authorities for permitting, inspections, and compliance.
- Refuse unsafe work and ensure all activities comply with Yates Safety Procedures, OSHA, and EM 385-1-1/NAVFAC safety standards.
- Report incidents, near misses, and hazards.
- Participate in safety inspections, training, and pre-task planning.
- Support enforcement of site-specific safety requirements for all Trade Partners.
- Perform additional tasks as assigned to support successful project delivery.
- Bachelor’s degree in Construction Management, Engineering, or a related field preferred.
- Equivalent education, training, or experience may substitute for a degree.
- Ten (10) years of construction management experience required.
- Experience managing medium to large federal projects ($100M+) is required.
- Direct experience with USACE or NAVFAC projects is required.
- Experience working with federal contracting officers, QA representatives, and government inspection processes.
- Strong working knowledge of Primavera P6, Excel, Word, and MS Project.
- Experience implementing large, complex federal safety plans, including EM 385-1-1 compliance.
- Proven ability to organize and lead project teams to achieve project goals.
- Strong negotiation and contract management skills for representing the company with federal owners.
- Experience with federal project controls: cost reporting, cash flow, schedule management, VDC, and safety metrics.
- Extensive knowledge of all facets of commercial and federal construction.
