Senior Civil Engineering Project Manager (PE), Public Works & Local Infrastructure, Corpus Christi, TX

Halff has an opening for an experienced Civil Engineer, with a Texas PE License, to be a Senior Project Manager on our growing Public Works & Local Infrastructure team based out of the Corpus Christi, TX office. The ideal candidate will bring at least 10 years of experience in Local Infrastructure, Public Works or Land Development. This position requires strong design and project management experience and knowledge of working with public entities, and it offers a large amount of autonomy in managing engineers‑in‑training and CAD designers.

What You Will Do
  • Manage large and/or complex projects with minimal oversight from planning through delivery, collaborating with project members, multi‑practice teams, subconsultants and other stakeholders to ensure deliverables, requirements, schedules, costs, and meeting plans are communicated.
  • Responsible for managing and overseeing the design and construction of public works, local infrastructure, municipal roadway, trails, drainage, and land development projects.
  • Lead multiple complex projects and foster a culture of excellence and continuous improvement.
  • Coordinate and lead project meetings, client presentations and stakeholder engagements.
  • Develop comprehensive project plans, scopes of work, budgets and schedules.
  • Support preparation of proposals and RFQs.
  • Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
  • Monitor and control project progress, identifying potential risks and implementing appropriate mitigation strategies.
  • Apply technical expertise by understanding project‑specific standards, criteria, deliverables and best practices.
  • Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
  • Build and maintain strong relationships with internal and external clients, understanding their needs and ensuring client satisfaction throughout the project life cycle.
  • Conduct and manage design and plan production.
  • Manage clients and supervise technical staff.
  • Provide mentorship and technical guidance to engineers, EITs and technical staff, fostering a culture of trust and collaboration within the project team.
  • Serve as a trusted advisor to clients and promote effective communication across all project stakeholders.
  • Conduct site visits and inspections to assess project progress and quality.
What You Will Need
  • Bachelor's or master's degree in civil engineering or an ABET‑accredited equivalent engineering degree.
  • Professional Engineer (PE) License in Texas.
  • At least 10 years of experience in utility and public works design, local infrastructure, public works, municipal roadway, trails, drainage, and land development projects.
  • Excellent technical writing and communication skills.
  • Proficiency in project management, administration and supervision.
  • Ability to work in a team environment with multiple offices and various disciplines.
  • Positive attitude; self‑directedness required.
  • Coastal Bend regional experience preferred.
  • AutoCAD Civil 3D CAD experience preferred.
