Description

Overview

Oversee the Utility Planning and Engineering Group, including staff, projects, and engineering plan reviews, to ensure sound engineering principles, standards, and practices are consistently applied in support of departmental missions, goals, and operational objectives. This position has a $10,000 hiring bonus available to the selected candidate upon acceptance of the position, subject to applicable City requirements and conditions

Responsibilities

  • Provides leadership, supervision, and technical direction to professional and technical staff within Utilities Planning and Engineering
  • Oversees the planning, prioritization, design, and execution of the Utilities Capital Improvement Program using infrastructure condition assessments, hydraulic modeling, system performance data, and risk-based analysis
  • Supervises engineering design teams and oversees the quality and regulatory compliance of engineering reports, plans, specifications, exhibits, contract documents, and cost estimates
  • Performs high-level technical reviews of engineering submittals, change orders, and proposed design modifications to ensure compliance with applicable standards, codes, local requirements, and permitting conditions
  • Provides oversight of in-house surveying, engineering, drafting, GIS, and data analytics activities supporting utility planning, design, asset documentation, and project delivery
  • Leads project delivery from preliminary design through bidding, contract award, construction, and project closeout
  • Resolves complex technical issues, design conflicts, and project disputes while ensuring compliance with design requirements, applicable regulations, and project standards
  • Participates in project review, pre-bid, pre-construction, and construction progress meetings and coordinates with regulatory agencies, City departments, consultants, contractors, and the public
  • Oversees utility asset management and condition assessment programs, hydraulic model development and maintenance, preventative maintenance planning, and risk-based decision-making
  • Conducts and supervises advanced engineering studies to evaluate long-term infrastructure needs, system improvements, utility capacity, and requirements for new development
  • Oversees the preparation of regulatory reports, technical studies, technical memorandums, program documentation, and agenda materials
  • Evaluates utility system performance through engineering analysis, hydraulic modeling, field investigations, and infrastructure data to support planning and capital improvement decisions
  • Responds to high-priority technical inquiries, public concerns, and interdepartmental coordination issues involving major utility projects and infrastructure initiatives
  • Performs other related duties as assigned

Position Type and Typical Hours of Work

  • Exempt – Full-Time – 40-hour work week
  • Must be available to work additional hours as needed
  • Flexibility to work evenings, weekends, and holidays is a schedule requirement
  • In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services

Minimum Qualifications

  • Bachelor’s Degree (BA/BS)
  • Six (6) years of experience

Licenses and Certifications

  • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.
  • Professional Engineer (P.E.) Licensed in the State of Texas
