DescriptionOverview
The primary focus of this position is the management of the Wastewater Consent Decree and the Utilities CIP (Capital Improvement Projects) related to the Consent Decree. This will include the ability to work with software including GIS, MAXIMO, Microsoft Project Management, etc. and knowledge of large data processing and management. This position will write financial and technical reports for government regulatory agencies and have experience in contract management.
Responsibilities
- Recommend, develop, and implement programs, policies, and procedures to ensure compliance with Consent Decree requirements and applicable regulations
- Provide regulatory compliance support through monitoring, negotiations, data interpretation, and evaluation of complex compliance requirements
- Manage complex Consent Decree projects and planning initiatives while identifying and implementing continuous process improvements
- Assist with implementation of programs, standard operating procedures, inspections, enforcement actions, permit application reviews, and site plan compliance
- Perform statistical and graphical analysis to monitor, evaluate, and model utility system performance and operational effectiveness
- Support development and implementation of long-range strategic plans and utility master plan initiatives
- Identify corrective and preventive actions to improve operational performance and regulatory compliance
- Develop and implement public outreach initiatives that support Consent Decree objectives
- Assist with contract planning, development, administration, and execution while providing contract management support to staff
- Analyze complex data, prepare reports, and deliver presentations to management and stakeholders
- Coordinate with City departments on cross-functional projects and regulatory initiatives
- Assist with budget preparation, project cost tracking, and financial reporting
- Perform other related duties as assigned
Position Type and Typical Hours of Work
- Exempt – Full-Time – 40-hour work week
- Must be available to work additional hours as needed
- Flexibility to work evenings, weekends, and holidays is a schedule requirement
- In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services
Minimum Qualifications
- Bachelor's Degree (BA/BS)
- Five (5) years of experience
Licenses and Certifications
Required
- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hiring.
