* * The Emergency Management Coordinator reports directly to the Nueces County Judge, who serves as the Director of Emergency Management for Nueces County. The EMC serves as the County Judge's principal advisor on emergency management, disaster preparedness, response, recovery, and homeland security initiatives.
**
* SUMMARY:
** Under the direction of the Nueces County Judge, the Emergency Management Coordinator (EMC) leads the planning, coordination, and administration of the Nueces County Emergency Management Program and oversees the daily operations of the Office of Emergency Management. The EMC provides leadership for the five mission areas of emergency management, including preparedness, mitigation, response, and recovery. The EMC develops and maintains emergency plans, policies, and procedures;
coordinates training and exercises; builds partnerships with local, state, federal, private-sector, and nonprofit organizations; maintains emergency equipment and notification systems; ensures the County's Emergency Operations Center (EOC) remains mission ready; manages EOC operations during emergencies; and advises, coordinates with, and supports the County Judge in executing his/her responsibilities as the County's Director of Emergency Management. The EMC coordinates emergency response and resources, provides operational guidance, supports public information efforts, and facilitates mutual aid and state assistance.
This position requires sound judgment, independent decision-making, and the ability to lead complex emergency operations.
** ESSENTIAL DUTIES and RESPONSIBILITIES
*** Advise the County Judge and Commissioners Court on emergency management matters, providing regular updates on county preparedness, risks, operational needs, and recommended protective actions.
* Plan, manage, and administer the County's comprehensive emergency management program, including preparedness, mitigation, response, recovery, and homeland security initiatives.
* Develop, maintain, and update the County's Multijurisdictional Emergency Management Plan, Hazard Mitigation Action Plan (HMAP), Emergency Support Functions (ESFs), annexes, policies, procedures, and related documentation to ensure compliance with state and federal requirements.
* Coordinate emergency management planning, mitigation, preparedness, and response activities with municipalities, school districts, healthcare organizations, special districts, private industry, nonprofit and faith-based organizations, and local, regional, state, and federal partners.
* Develop, train, manage, and maintain the Emergency Operations Center (EOC), alternate EOC, Command and General Staff, and direct EOC activations, county emergency operations, resource management, and interagency disaster response.
* Serve as the County's primary liaison with the Texas Division of Emergency Management (TDEM), Federal Emergency Management Agency (FEMA), Coastal Bend Council of Governments (CBCOG), and other emergency management partners while coordinating mutual aid agreements and regional resource management.
* Establish and maintain emergency notification and public warning systems, including Regional Reverse Alert, IPAWS, social media, and other communication platforms to ensure timely and accurate public notifications.
* Plan, conduct, and evaluate emergency exercises, drills, tabletop exercises, and emergency preparedness training for County employees, EOC personnel, and stakeholders, implementing corrective actions and updating plans as needed.
* Lead community preparedness, public education, and outreach initiatives, including presentations, stakeholder engagement, and coordination of events such as the Coastal Bend Hurricane Conference.
* Maintain operational readiness of emergency facilities, communications systems, equipment, supplies, radios, satellite communications, emergency response assets, and resource inventories.
