Supervisor Housing Choice Voucher Program

Under the direction of the Sr. Vice President of Housing Choice Voucher Program, performs supervisory and administrative work involving the Housing Choice Voucher Program. Develops and sets methods, deadlines, priorities, objectives and assignments for the Housing Specialists and Clerk positions. Conducts full application interviews to determine eligibility, conducts required screening, obtains third party verifications for income, deductions, assets, etc., calculates maximum family share at initial occupancy based on family income, mediates tenant-landlord disputes, audits completed recertification files and identifies and documents possible fraud cases.

Other duties include: waiting list management, tenant orientations, voucher issuance, and leasing. This position requires technical knowledge of program rules and regulations and a high level of human relations skills. Performs other duties as assigned.

Job Duties and Responsibilities:

  • Supervise Housing Specialists and Clerk to ensure departmental goals are met.
  • Develops and sets methods, deadlines, priorities, objectives and assignments for the Housing Specialists and Clerk positions.
  • Responsible for ensuring the timeliness and completion of annual recertification, relocations and initial move-ins.
  • Ensures that terminations are processed pursuant to program regulation and CCHA policy.
  • Oversees submission of HUD 50058 family reports by Housing Specialists to ensure 95% PIC reporting rate.
  • Ensures that rent increases are processed in a timely manner.
  • Ensures that all required documents are in client/landlord files and that CCHA and HUD program regulations are adhered to.
  • Reviews all manual check requests submitted by Housing Specialists then forwards to Sr. Vice President for final approval.
  • Performs supervisory duties involving personnel, to include interviewing, making recommendations for hiring new staff, recommending separation of employment, conducting performance evaluations, discipline and training, recording of time and attendance, and assigning and observing work activity.
  • Oversees, monitors and develops a tracking system to ensure compliance with SEMAP regulation for the following indicators: SEMAP Indicator #1 Selection from Waiting List, SEMAP Indicator #3 Determination of Adjusted Income and SEMAP Indicator #9 Annual Reexaminations.
  • Pulls families from the waiting list and conducts full application interviews to determine eligibility for the program.
  • Issues vouchers and grants voucher extensions.
  • Conducts tenant orientations to explain program rules and family obligations.
  • Processes all incoming portability's, which includes applicant interview, voucher issuance and data entry into ECS.
  • Tracks all incoming portability's to ensure HUD 52665 submitted to initial PHA.
  • Sets up all new vendors and obtains W-9's for each new vendor.
  • Attends to the daily calls and visits from both clients and landlords concerning changes or other related matters.
  • Audits recertifications and initial move-ins to ensure compliance with program regulations.
  • Assists with goals, priorities and deadlines as needed for the department.
  • Enforces and ensures that all Housing Authority safety policies are adhered to.

    Education and Experience:

    Associate's Degree in Business, Public Administration or a related field and two (2) years of related experience. An equivalent combination of directly related education and experience may be substituted for the degree.
  • Required – within 9 months of hire, must successfully complete certified training courses for:
    Section 8 Rent Calculation, Voucher program administration, Section 8 eligibility for HUD Programs and Fair Housing training. Retests will be at employee expense.
  • Required
    - Must hold a valid Texas driver's license and maintain a satisfactory driver's record. May operate Authority vehicle while on Housing Authority business.
  • Required – Ability to work hours other than 8-5 in variable weather conditions and overtime as required to meet Housing Authority goals and objectives.
