- Master's Degree from an accredited college or university in education, psychology, statistics, or related field or its equivalent.
- Three (3) plus years of experience with measurement, research design and implementation, evaluation strategies, program evaluation, statistics, and computer applications related to research and evaluation.
- One (1) year of experience in developing and managing GIS Databases
- Preferred:
- Doctorate Degree from an accredited college or university in education, psychology, statistics, or related field or its equivalent.
- Three (3) or more years conducting larger scale research and evaluation projects;
- Two (2) years or more having full responsibility for major research and evaluation projects or equivalent;
- Proficient communication skills that maximize the SREA's ability to communicate research and evaluation processes and results in a form understandable to target audiences;
- Effective interpersonal skills that maximize the SREA's ability to work with staff, vendors and others to develop research and evaluation plans, implement them and report the results;
- Possesses an in-depth knowledge of data structures and data analysis strategies that will maximize the validity and reliability of data as well as the results; and
- Technical knowledge of statistical programs and other tools used to conduct quality research and evaluation.

The Senior Research and Evaluation Analyst (SREA) is primarily responsible for developing and implementing research and evaluation strategies that effectively evaluate District programs, policies and processes. To accomplish this mission, the SREA will conceptualize, design and conduct applied research/evaluation studies related to CCISD Initiatives, federal, state and private grant programs, local data requests, Teacher Incentive Allotment and answer basic research and evaluation questions generated by the Board of Trustees, CCISD administration and staff and other information users who request information.

Responsibilities:
Geographic Information System (GIS) activities
- Under general supervision, the SRE leads, coordinates, and monitors the District's Geographic Information System (GIS) activities; coordinates the development of the GIS systems and database according to District goals and objectives, and assures the integrity and security of the database.
- Assures the integrity, security, and effective performance of the GIS Program database(s).
- Develops GIS applications and web apps in ArcGIS in support of District goals; coordinates and prioritizes GIS development projects with other District departments, alliances and outside agencies; plans development projects to assure GIS projects meet objectives; evaluates trends, anticipates problems, and reports on performance and status of GIS projects.
- Generates ad-hoc and custom maps, assessment reports as requested by District departmental staff and stakeholders.
- Creates, collects, updates, and maintains GIS databases; development of component layers and structure of spatial data; acquire, collect, exchange, share and integrate digital data; coordinates the continuous development, operation and maintenance of the GIS, create geoprocessing models for daily updates as needed, including components of the system database system hardware and software.
- Serves as subject matter expert on GIS; assures effective communication of GIS system issues; analyzes problems and recommends solutions to meet standards and guidelines; prepares special and recurring reports and proposals for work projects, contracts, and GIS development plans.
- Collects and implements City-wide parcel database, and street databases; compiles geographic data from a variety of sources; scans, rectifies, and digitizes data, edits and refines GIS data, and updates database; performs quality control checks to assure data integrity.
