Position Title: Field Director (Independent Contractor)

Location: Corpus Christi, TX
Contracting Organization: Texas Campaign for the Environment (TCE)
Contract Term: Initial term of three (3) months from contract start date; renewable month-to-month by mutual agreement
Classification: Independent Contractor (1099)
About Texas Campaign for the Environment (TCE):

TCE’s mission is to engage people and communities through face‑to‑face public education, grassroots organizing and action‑oriented research for a cleaner and healthier Texas. TCE 501(c)(4) acts as a hub for climate justice work in Texas and beyond, directly influencing public policy through community‑based lobbying. We lead on local, statewide, national and international issue campaigns to fight pollution, especially fossil fuel and petrochemical facilities that harm communities and worsen climate and other pollution impacts.

TCE and its sister‑organization, TCE Fund, are part of an international movement to stop a tidal wave of proposed petrochemical and fossil fuel exports facilities along the Gulf Coast. These facilities, if built, would have dire consequences on local air pollution and climate change and would largely benefit major energy company shareholders and executives while forcing ordinary Texans to pay higher prices.

Purpose of the Engagement

The Contractor will lead and execute a high‑volume, deadline‑driven ballot signature collection campaign. This work requires rapid team deployment, strong field management, rigorous quality control, and consistent reporting to ensure the campaign meets aggressive signature targets while maintaining full compliance with applicable legal and campaign requirements.

2. Scope of Services

The Contractor will provide the following services:

A. Canvass Team Recruitment, Training, and Management
  • Recruit, onboard, and train a team of paid canvassers in alignment with campaign timelines.
  • Establish and communicate daily and weekly signature collection targets.
  • Provide ongoing coaching, performance feedback, and corrective action to canvassers as needed.
  • Maintain team morale, productivity, and retention in a high‑pressure campaign environment.
  • Ensure rapid scale‑up or adjustment of staffing levels based on campaign needs.
B. Field Operations and Deployment
  • Develop and oversee daily field plans, including turf assignment, shift coverage, and canvasser deployment.
  • Manage day‑to‑day field execution to maximize signature collection efficiency.
  • Troubleshoot operational challenges in real time and adapt field strategies accordingly.
  • Coordinate closely with TCEF’s Organizing Manager, Regional Coordinator, and/or elections program leadership to align field activities with campaign‑wide goals and evolving priorities.
C. Quality Control and Compliance
  • Train canvassers on proper petition circulation, signature collection procedures, and legal compliance standards.
  • Conduct daily reviews of collected petitions to ensure completeness, accuracy, and validity.
  • Track and monitor signature validity rates and address issues promptly.
  • Enforce compliance standards consistently and correct errors immediately to protect campaign integrity.
D. Data Tracking and Reporting
  • Maintain accurate daily records of signatures collected, canvasser staffing, and productivity metrics.
  • Track individual and team performance against established goals.
  • Provide regular written and verbal updates to campaign leadership on progress, challenges, risks, and resource needs.
  • Ensure data integrity across all reporting and tracking systems used by the campaign.
3. Deliverables

The Contractor will be responsible for the following deliverables:

  • A fully staffed and trained canvass team capable of meeting daily and weekly signature targets.
  • Daily and weekly performance reports, including signature counts, validity rates, and staffing metrics.
  • Timely identification and resolution of compliance or quality control issues.
  • Consistent progress toward overall campaign signature goals within established deadlines.
