The General Manager provides overall leadership and direction for all Paratransit Services and Small Bus Operations delivered by Hendrickson Transportation Group under contract to the Corpus Christi Regional Transportation Authority (CCRTA). The General Manager serves as Hendrickson Transportation Group's authorized representative for administration of the CCRTA contract and is accountable to CCRTA for the safe, reliable, and efficient delivery of all contracted services.

This position establishes annual goals and objectives, short- and long-range plans, and procedures to ensure the policy direction of CCRTA is carried out in an expeditious, compliant, and cost-effective manner. This is a designated Key Management Personnel position and is not covered by the Teamsters Local 657 collective bargaining agreement.

Serve as the authorized representative for the overall supervision and management of all work performed under the CCRTA contract, and as principal point of contact for the CCRTA Chief Executive Officer (CEO) or designee.

Direct the daily activities of all operational personnel — including Drivers, Dispatchers, Reservationists, Vehicle Maintenance staff, and other assigned personnel — through the Operations Manager, Maintenance Manager, Safety and Training Manager, and Office Manager.

Develop and implement transit program goals, objectives, policies, and procedures consistent with the CCRTA contract, FTA regulations, and Hendrickson Transportation Group standards.

Prepare and present administrative, operational, and financial reports, budgets, and forecasts to CCRTA covering operations, capital improvements, staffing, equipment, and supplies.

Maintain an effective, efficient transit system, maximizing available funding and striving to meet or exceed CCRTA's established performance standards.

Provide leadership, supervision, training, and work evaluation for key management personnel and assist in the selection and development of staff; recommend resolution of employee disputes, grievances, and disciplinary matters, including those involving the Teamsters Local 657 bargaining unit.

Ensure a qualified alternate is designated during any period of absence and notify CCRTA in advance of any such substitution; ensure continuity of management in the event of a vacancy in any key management position.

Be available, in person or by telephone, during all revenue service hours, and maintain 24-hour on-call availability (personally or through a CCRTA-approved alternate) to respond to after-hours emergencies, including collisions and other incidents.

Represent Hendrickson Transportation Group and the CCRTA system with other governmental agencies, regulatory bodies, contractors, consultants, civic groups, and the public.

Travel with the CCRTA CEO or designee at least twice per year to professional conferences, such as those hosted by APTA, the South West Transit Association (SWTA), or the Texas Transit Association (TTA).

Draft or oversee specifications, Requests for Proposals (RFP), Requests for Qualifications (RFQ), and related procurement documents for transit equipment, materials, and services, consistent with applicable local, state, and federal grant regulations.

Oversee the maintenance of vehicles, equipment, facilities, and other transit-related assets, and account for all transit-related property assigned to the contract.
