Purpose and Scope
The Program Quality Environmental Safety and Health Manager is responsible for ensuring effective and efficient execution of the Program Quality Management System (QMS). The role leads and manages quality, environmental, health, safety, and continuous improvement personnel in the operation and maintenance of the Program and ensures compliance with the Performance Work Statement (PWS) and ISO 9001:2015 QMS.
Essential Responsibilities- Ensure the QMS program follows ISO 9001:2015 standards and implements program‑specific quality requirements.
- Establish, maintain, and schedule audits and the reporting system; define and implement root‑cause analysis (RCA) for corrective and preventive actions (CAR/PAR) and follow up through auditing.
- Develop, maintain, and issue quality control procedures and coordinate the QC Web.
- Plan and direct a quality control (QC) program that ensures continuous quality operations consistent with company, contract, and PWS standards.
- Manage the overall internal audit program and notify Site Managers of internal audit schedules; ensure auditors are trained and certified.
- Manage the Internal Quality Assurance Surveillance Program (IQASP).
- Manage the Continuous Improvement (CI) Program and establish metrics for resource use and process improvement.
- Provide direction and assistance to site managers in implementing the Environmental Management System (EMS).
- Implement and manage the program Health and Safety Plan, schedule safety audits, track corrective and preventive actions, and provide assistance as needed.
- Ensure performance and quality of QA/QC, CI, and Environmental/Safety functions conform to established standards and agency guidelines.
- Coordinate collection of customer Corrective Action Response (CAR).
- Work directly with operating entities to conduct inspections, statistical process analyses, and audits on a continuing basis.
- Conduct internal management audits, prepare formal audit reports, and define audit schedules.
- Build working relationships with operational, functional, and site managers.
- Maintain a professional relationship with the customer and consider the voice of the customer.
- Develop and mentor staff and determine best methods for performance enhancement.
- Perform other duties as assigned.
- Proficient in personal computers and Windows OS;
Microsoft Office (PowerPoint, Excel, Word). - Ability to supervise and manage quality, environmental, health, and safety personnel effectively.
- Ability to work with personnel at all levels to manage the program QMS effectively.
- Extensive knowledge of QA/QC approaches, methods, management, and responsibilities.
- Extensive knowledge of ISO 9001 standard, Lean Six Sigma, and continuous improvement tools and techniques.
- Additional knowledge/skills may be required by assignment or contract.
- Contract Requirements in accordance with Appendix J:
- Eligible to obtain and maintain a Secret U.S. Government Clearance; U.S. Citizenship required.
- 5 years of quality management experience.
- Lead Auditor Certification within the last 3 years meeting current ISO 9001 standard.
- Current Hazardous Waste Operations and Emergency Response (HAZWOPER) training certificate meeting 29 CFR requirements.
- Living and working conditions could be remote and uncomfortable; long hours and hazardous conditions may occur.
- Domestic and international travel required.
- Work in office, maintenance shop, warehouse, and outdoor environments; may be required to work outdoors for extended periods.
- Required to wear proper PPE according to prescribed procedures.
- Physically capable of lifting/pushing/pulling a minimum of 50 lbs.
