JOB SUMMARY

The Quality Control (QC) Specialist is responsible for conducting comprehensive quality-control reviews of Housing Choice Voucher (HCV) program files and transactions to ensure accuracy, consistency, and compliance with U.S. Department of Housing and Urban Development (HUD) regulations, the Housing Authority’s Administrative Plan, and applicable policies and procedures.

The QC Specialist independently reviews eligibility determinations, income and asset calculations, rent calculations, utility allowances, payment standards, verification documentation, and other program actions. The position identifies errors, documents findings, recommends corrective action, tracks recurring issues and trends, and works collaboratively with management and program staff to strengthen compliance and improve overall program performance.

The position serves as an important internal control within the Housing Choice Voucher program and supports the Housing Authority’s efforts to maintain program integrity, accurate Housing Assistance Payments (HAP), effective operations, and readiness for HUD monitoring and audits.

JOB DUTIES AND RESPONSIBILITIES
  • Conduct quality-control reviews of HCV participant files, including new admissions, annual reexaminations, interim reexaminations, portability actions, moves, terminations, and other program transactions.
  • Review files for compliance with HUD regulations, the Housing Authority’s Administrative Plan, established policies, procedures, and internal controls.
  • Verify the accuracy of household composition, eligibility determinations, income, assets, deductions, allowances, adjusted income, tenant rent, Total Tenant Payment (TTP), HAP, and other applicable calculations.
  • Review supporting documentation and verification methods to determine whether required information is complete, accurate, current, and properly documented.
  • Review the appropriate application of payment standards, utility allowances, rent reasonableness determinations, and other applicable program requirements.
  • Review HUD forms, system entries, notices, verification documents, and other records for accuracy and consistency.
  • Identify errors, discrepancies, missing documentation, procedural deficiencies, and potential compliance concerns.
  • Clearly document QC findings and communicate required corrections to appropriate staff and supervisors.
  • Track identified errors and corrective actions to ensure deficiencies are resolved timely and appropriately.
  • Conduct follow-up reviews when necessary to verify that corrections have been completed.
  • Analyze QC findings to identify recurring errors, trends, training needs, procedural weaknesses, and areas of elevated compliance risk.
  • Prepare periodic reports summarizing QC results, error rates, trends, corrective actions, and recommendations for management.
  • Assist management in developing corrective-action strategies designed to reduce errors and improve program performance.
  • Provide technical guidance and feedback to HCV staff regarding identified errors and proper processing procedures.
