Assistant Public Works Director - UtilitiesJob Summary
Under general direction of the Public Works Director, the Assistant Public Works Director serves as a key member of the Public Works management team and assists with the overall administration, management, planning, and coordination of the department, with primary responsibility for water, wastewater collection, drainage maintenance, utility infrastructure, and related operations.
The Assistant Director assists the Director with department-wide administration, personnel, budgeting, capital improvement projects, utility infrastructure planning, asset management, regulatory compliance, emergency operations, equipment, and coordination with other City departments.
The position exercises independent judgment within established policies and delegated authority, provides direction to assigned personnel and supervisors, and assists the Director in developing departmental goals, policies, procedures, budgets, performance standards, and long-range plans.
- Assists the Director with the overall administration, management, and direction of the Department and assists in establishing departmental goals, policies, procedures, performance standards, priorities, and long-range plans.
- Coordinates Public Works divisions, supervisors, personnel, equipment, facilities, and programs to promote efficient and effective service delivery.
- Reviews operations and recommends improvements to procedures, organization, technology, and service delivery.
- Prepares reports, presentations, recommendations, and other information for the Director, City Manager, City Council, and other City officials.
- Represents Public Works at meetings with City officials, departments, contractors, consultants, agencies, civic organizations, and the public as assigned.
- Provides primary management oversight of water, wastewater collection, drainage maintenance, utility infrastructure, and related operations.
- Oversee utility construction related projects and ensure work is performed in accordance with approved plans, specifications, schedules, contracts, City standards, and applicable regulations.
- Coordinates utility and infrastructure activities with Engineering, Planning and Zoning, Community Development, Utilities, Parks and Recreation, Police, Fire, and other City departments.
- Evaluates utility and infrastructure conditions and recommends priorities and procedures for repair, maintenance, rehabilitation, and replacement.
- Assists the Director in developing and administering the City's Public Works capital improvement program.
- Assists in maintaining an asset management program for water and wastewater infrastructure, equipment, vehicles, facilities, and other Public Works assets.
- Responds to citizen concerns or requests involving utility repairs, service interruptions, emergency response, work orders, inspections, and preventative maintenance.
- Coordinates and meets with engineers, contractors, consultants, utility providers, developers, governmental agencies, and other project stakeholders.
- Monitors project budgets, schedules, quality, progress, change orders, and compliance and assists in resolving project issues.
- Monitors requirements of the Texas Commission on Environmental Quality (TCEQ) and other regulatory agencies applicable to water distribution and wastewater collection operations.
- Assists with maintaining required permits, licenses, certifications, inspections, records, and regulatory documentation.
- Maintains sufficient technical knowledge of water distribution, wastewater collection, utility construction, utility maintenance, equipment, and related Public Works operations to effectively oversee departmental activities.
- Conducts field inspections and visits utility construction projects, maintenance sites, facilities, equipment yards, and other City properties as necessary.
