The goal of the Public Works Department is to support and enhance the quality of life for community members by delivering responsive and efficient services to all neighborhoods and to maintain reliable and cost-effective public works facilities and systems in a manner that emphasizes customer satisfaction and good stewardship of natural, fiscal, and staff resources.

About the Position

The Development Review Engineering Supervisor provides engineering expertise and manages a workgroup of professionals tasked with ensuring that proposed development is appropriately served with public transportation and utility.

This is a Management Exempt / Non-represented Position

First review of applications will occur after 8:00 am on June 24, 2026, then applications reviewed weekly as needed.

Essential Duties

Duties include, but are not limited to the following:

* Plan, direct, and monitor the Development Review service areas for continuous, safe and cost-effective operations.

* Manage the review of land use applications to ensure that proposed development can be appropriately served with public transportation and utility infrastructure consistent with the code requirements and master plans.

* Develop, implement and monitor work plans, processes and procedures to achieve work group objectives and performance measures. Evaluate effectiveness of services and programs and recommend improvement and modifications. Forecast and plan for short- and long-range program area needs.

* Direct staff in the engineering review of, and issuance of permits for private construction of public infrastructure. Direct staff in the issuance of permits for franchise utility installations within the right-of-way, other right-of-way and infrastructure connection permits, and conducting subsequent field verification of installations. Resolve performance issues with permit tees/contractors.

* Provide engineering expertise for the planning, design and construction of public infrastructure.

* Represent the City's transportation and utility infrastructure interests to engineers, planners, developers, architects and the public.

* Represent the City at land use hearings before the Planning Commission and City Council.

* Write letters, memorandums, technical documents and reports related to the operation, strategic planning and management of assigned areas. Direct the development of technical information resources, project data, and historical reference files. Develop materials and conducts presentations for staff and community meetings.

* Coordinate periodic review of guides and manuals related to services delivered. Provide technical advice and recommendations for updates to engineering standards, City master plans, and the Land Development Code.

* Act as the City's Community Rating System Coordinator for the Federal Emergency Management Agency's (FEMA) National Flood Insurance Program including the processing of annual re-certifications and coordination of periodic cycle verification visits by FEMA representatives.

* Maintain knowledgebase to communicate, administer and ensure compliance with applicable State and federal programs and regulations including the Manual on Uniform Traffic Control Devices (MUTCD), the Occupational Safety and Health Act, the Americans with Disabilities Act (ADA) and other applicable rules and laws. Research regulatory changes and formulate strategies for compliance.

* Provide expert consultation assistance, technical advice and support to the Division Manager. Participate in division planning and coordination.

* Demonstrate understanding and good judgement in the evaluation of complex technical and/or financial information and alternatives related to program and policy development.

* Plan, coordinate, manage and/or participate in projects and studies related to areas of responsibility. Communicate and collaborate with contractors, engineers, planners, stakeholder groups and other organization staff working on projects.

* Monitor and coordinate purchasing of materials, equipment and supplies to comply with purchasing policy guidelines and to remain within established budgetary constraints.

* Communicate with the public, local officials, and other municipalities and other City departments on matters related to areas of responsibility. Answer questions and provide information to public. Investigate complaints and recommend corrective action as necessary to resolve complaints. Attend meetings and/or serve on City committees as needed.

* Operate and drive a motor vehicle and/or truck safely and legally.
