Public Parking Program Manager
Oversee the administration and operation of the City's public parking program. Perform a variety of routine, complex and technical work in the planning, development, implementation, reporting and monitoring of the City's public parking program, including on-street parking and City-owned parking lots. These tasks are illustrative only and may include other related duties.

Essential DutiesResearches, designs, implements, measures, evaluates, and documents strategies to enhance the public parking systems.
Develops and implements systems to monitor, measure, and document the public parking system supply and demand, usage, and turnover. Plans and conducts data collection, analysis, research activities and reporting related to public parking program.
Develops and implements strategies for outreach, public involvement, and education programs for the public. Makes public presentations to community groups, stakeholder groups, advisory bodies, and various other organizations. Plans and coordinates special projects and activities related to the program areas.
Reviews and provides input on proposed development plans with regard to the public parking facilities; responds to internal and external inquiries regarding the public parking system and programs.
Drafts, develops, prepares, and reviews reports, planning documents, and other written materials and communications for a variety of internal and external audiences such as staff, stakeholder groups, the City Council, and the public.
Designs, develops and maintains content on City website pages related to public parking.
Drafts policies, procedures, Municipal Code language, and ordinances for public parking, including adjustments to parking rates. Prepares staff reports for presentation to the City Council and Council advisory boards and committees.
Administers parking districts, including coordinating district operations, supporting rate-setting efforts, tracking district revenues and expenditures, and ensuring alignment with adopted policies and ordinances.
Coordinates with other staff as needed to review parking permit-related applications, questions, and issues and interprets and applies policies, ordinances, and rules to resolve.
Develops capital and operational parking projects for internal review and budgeting.
Represents the City and/or department by attending and participating in related meetings with internal and external parties. Provides staff support to those City advisory bodies that align with the public parking program. Participates in program-related meetings with local, State, and Federal agencies and professional groups.
Oversees procurement of contractors and consultants related to program work, including preparing Request for Proposals and contract documents, establishing evaluation criteria, and leading a selection committee, where appropriate. Monitors contractor and consultant performance and recommends and implements corrections when necessary. May include contracts and vendor relationships related to parking operations, enforcement services, equipment, and technology.
Provides permitting support for development and other activities that impact the public right-of-way, as it applies to public parking.
Coordinates Public Works work programs and activities with those in the Finance, Community Development, and Police Departments, representing Public Works interests in projects and decisions that cross department lines.
Conforms with all safety rules and performs work in a safe manner.
Delivers excellent customer service to diverse audiences. Responds to customer service requests, questions and complaints. Maintains a positive customer service demeanor and delivers service in a respectful and patient manner.
Performs as a member of a team, assisting with development of work group goals and objectives and contributes to the achievement of goals and objectives.
Maintains effective work relationships with co-workers, vendors, customers, elected officials, peers in other agencies staff, and consultants.
Arrives to work, meetings, and other work-related functions on time and maintains regular job attendance. Position may involve working overtime and on weekends as needed.
Acts ethically and honestly; applies ethical standards of behavior to daily work activities and interactions. Builds confidence in the City through own actions.
Participates in the Emergency Management program including planning, classes, training sessions, exercises and emergency events as required.
Responds as directed during unforeseen events, inclement weather, emergencies, or officially declared States of Emergency to support the continuity and restoration of critical public services, facilities, and infrastructure.
