Job Description OverviewOversee Housing Operations for a portfolio of housing assets of both single-family detached and attached homes in various phases of predevelopment, sales, starts, and closings for primarily finished lot homebuilding. The role includes direction and coordination of community setup, development and approval of site plans, monitoring engineering approvals, coordinating community and agency relations, and ensuring project completion from community start up through final certificates of occupancy.
Key Responsibilities- Manage site plan preparation, home product development coordination, and site plan approval and engineering process stages.
- Oversee new home design process and manage consultants including architects, structural, mechanical, plumbing, acoustical engineers, color consultants, and Title 24 compliance specialists.
- Complete home plans, conduct submittals to jurisdiction for building plan checks, obtain building permits, and establish new community business plans with cost budgets and schedules.
- Ensure compliance with community ordinances, zoning master plans, building and engineering department requirements, soil information, easements, utilities capacity, and utility service provisions.
- Review purchase agreements, provide cost and feasibility recommendations, and prepare budgets from community start up to final certificate of occupancy.
- Manage contractual reviews, coding, approval of contracts, purchase orders, and billing invoices.
- File and obtain Bureau of Real Estate reports (Pink, Yellow, White) to facilitate business plans.
- Represent Brookfield on Homeowners Association boards and manage HOA activities and common area transfers.
- Order and coordinate studies, surveys, and determinations for site characteristics affecting home design and product development.
- Respond to buyer demographics and market input to inform home design and target buyer profiles.
- Develop schedules for site plan development, maintain budgetary guidelines, and ensure site plan approval within scheduled timelines.
- Maintain permit application documentation, backup files, graphics, and engineering plans.
- Attend building plan review meetings with city/county staff, coordinate attendance of relevant contractors and staff.
- Update budgets and cost analyses based on approved site and building plans.
- File final construction set engineering plans with utilities, provide necessary documentation, and liaise with utility companies and community departments.
- Obtain storm, sewer, and water construction set approvals, manage site engineering approvals, and follow through permitting processes at county, city, and state levels.
- Submit construction drawings to the Building Department and obtain permits for sales trailers, construction trailers, and equipment yards.
- Serve as community liaison to obtain building permits throughout development and construction.
- Address problems arising from municipal departments or neighboring property owners and ensure compliance with approved site improvements.
- Obtain site development permits, coordinate required plumber, electrician, and contractor approvals, and schedule necessary inspections.
- Order checks, bonds, and deliver them to appropriate agencies.
- Attend pre-construction meetings to confirm compliance with site plan conditions.
- Work with Land Development Division on soil erosion protection measures, site clearing, storm fencing, and environmental protection requirements.
- Maintain current records of all approvals, graphics, engineering plans, and permits for each project.
- Control cost budgets and product specifications, market review, revenue analysis, and sales absorption.
- Plan and coordinate model and production starts to align with sales and achieve scheduled closings.
- Collaborate with construction, sales, design center, marketing, and other departments to facilitate homebuilding operations and sequence planning.
- Construct the product within bidding process budgetary guidelines and introduce value engineering improvements.
- Review and define home specifications in collaboration with marketing and design center.
- Utilize Revit, construction scheduling, estimating, job cost, financial accounting, cost variance analysis, and spreadsheet development tools.
- Conduct post-construction analysis of costs and operational problems, and provide performance reports to upper management on a weekly and monthly basis.
- Preferred Bachelor’s degree in civil, urban planning, or related discipline.
- 10+ years of relevant homebuilding industry experience with a strong record of accomplishment.
- 5+ years of leadership and team management experience.
- Prior residential homebuilding development experience (required).
- Experience with master planned communities (plus).
- Ability to read, edit, and QA/QC engineering plans.
- Proficiency in Excel, MS Planner, MS Suite, and use of CoPilot or similar language models.
