Compliance & Operations Business Partner

Position Summary

The Compliance & Operations Business Partner is a company-wide role supporting all regions and both service lines. This position partners closely with the VP of Finance/Accounting and the Business Unit Operations Managers to ensure accurate cost reporting, strong labor and insurance compliance, and effective use of ICS's project systems across every active project.

• Ownership of all labor compliance for ICS and Subcontractors Certified Payroll, including LCP Tracker, particularly for prevailing wage (P-wage) and other public works projects
• Assign correct labor templates to all projects before mobilization for accurate internal project costing (private, PLA, prevailing wage, per region, etc.)
• Ensure subcontractor insurance is in place before subcontractors mobilize
• Ensure subcontractor bonds are in place before subcontractors mobilize
• Oversee management of subcontractor invoice payment via PWP/CPR
• Lead implementation of the Subcontractor module in Vista, supporting stronger compliance tracking company-wide
• Resolve internal audit findings related to project compliance and cost records
• Track and report on small business (DBE/SBE) participation for public works projects with such requirements

• Assist Project Managers with budget/project uploads into Vista
• Ensure quantities and time are captured daily in Track
• Generate daily/weekly Track reports for Regional Operations Managers' review
• Assist PMs with quantity progress and cost projection entry in Vista
• Ensure timely monthly completion of Cost Report entry by PMs; consolidate reports by division and region monthly
• Assist PMs with timely change order entry in Vista (revenue, budget, man-hours, phase codes, time extensions, etc.)
• Assist PMs with timely entry of monthly billings and billing collections; maintain AR logs in Vista
• Monitor project cash flow and support cash-flow forecasting across active projects
• Monitor key performance indicators for cost reporting timeliness and accuracy across projects
• Support project setup and closeout activities from a cost reporting and compliance standpoint
• Travel periodically to ICS regional offices to train Project Managers, Project Engineers, and other staff on Track, Vista, and related systems, and to support system implementations

• Assist PMs with entry of subcontracts in Vista's Subcontractor module
• Assist PMs with subcontractor billing entry and compliance approval in Vista's Subcontractor module
• Serve as liaison between PMs/Operations Managers and legal (JRW) for subcontract language negotiations
• Administer subcontractor lien waiver collection and tracking

• Bachelor's degree in an applicable field required
• Experience with Vista (Viewpoint) required
• Experience with B2W Suite a plus, not required
• Experience with cost tracking/accounting in a construction environment
• Experience with construction compliance: certified payroll, prevailing wage/public works, LCP Tracker, insurance and bond tracking

This role is based full-time at ICS Headquarters in Costa Mesa, CA, with sporadic travel to other ICS regional offices (Nor Cal, Washington) for staff training on Track, Vista, and related systems, and to support system implementations.
