Position Overview

The City of Oxnard’s Public Works Department, Special Districts Division is seeking a Budget & Finance Project Manager. The role requires strong communication, organization, and analytical skills and is responsible for municipal finance, budgeting, and accounting principles, methods, and practices.

Key Responsibilities
  • Maintain and analyze assigned accounts and subsystems such as accounts payable, receivable, payroll, inventory, grants, fixed assets, and revenues.
  • Interpret and apply federal, state, and county laws, regulations, and policies related to governmental accounting practices and generally accepted accounting principles (GAAP).
  • Post, balance, and reconcile accounts; analyze budget transactions.
  • Schedule tasks to meet fiscal deadlines; coordinate financial matters and provide training and guidance as necessary.
  • Contribute to the preparation of the Division’s annual budget and assist in year‑end budget analysis.
  • Conduct comprehensive financial analyses and develop recommendations for budget adjustments.
  • Assist in reviewing data and research related to Council agenda staff reports.
  • Analyze Division budgets for compliance with financial guidelines and City Policies and Procedures.
  • Gather and analyze data on existing programs; perform complex statistical analysis, conduct surveys, and prepare proposals, including financial policy and procedure requirements.

Additional responsibilities include leading professional financial and managerial analysis work, supervising paraprofessional and professional staff (including performance evaluations and training), providing programs management in assigned areas, and ensuring compliance with policy, procedures, standards, and regulations.

Responsibilities by Focus Fiscal Analysis
  • Provide accounting, budget, financial management, and financial reporting/analysis per GAAP.
  • Research discrepancies, reconcile funds and accounts.
  • Prepare financial reports and analyze and forecast expenses and revenues.
  • Review and approve requisitions.
  • Oversee daily operations, initiatives, or projects.
  • Lead project development, design, coordinate, and implement programs.
  • Prepare cost estimates, forecasts, financial analyses, and financial statements.
  • Prepare the CAFR, including financial statements and schedules.
  • Coordinate annual budget preparation.
  • Assist customers with financial and accounting issues; recommend policies and procedures.
  • Serve as second level of approval for expenditures, budget requests, and supporting documentation.
Management Analysis / Program Administration
  • Perform professional advanced analysis policy support and program/project administration.
  • Lead project development, design, coordinate, and implement programs.
  • Manage projects; conduct financial analyses; administer contracts.
  • Prepare agenda items for City Council and other boards and commissions.
  • Compile and analyze data; prepare complex reports.
  • Represent the city in professional meetings or with other agencies.
  • Write grant applications and conduct surveys.
  • Recommend policies and procedures.
  • Participate in program design and system improvements.
  • Coordinate safety programs and emergency plans; perform injury/accident investigations.
  • Assist with accommodations as required.
Qualifications

Education: Bachelor’s degree in business administration, finance, accounting, or a related field.

Experience: Three (3) years of journey‑level professional experience in the area of assignment.

Licensing/Certification: None required.

Other Requirements: Must effectively communicate in English, both orally and in writing.
