The City of Oxnard’s Finance Department is seeking an Assistant Chief Financial Officer (Budget) to plan, direct, manage, and oversee financial operations, including budget preparation and tracking, financial reporting, process improvements, and long‑term financial planning.

Responsibilities
  • Serve as budgetary adviser to internal customers and provide budget support to other departments.
  • Supervise a staff of six full‑time employees, including performance evaluations, training, hiring, discipline, and termination.
  • Coordinate external vendor contracts and financial advisors while ensuring compliance with policies and procedures.
  • Participate in policy review to ensure best practices and facilitate process improvements.
  • Provide technical guidance, monitor projects, and resolve complex financial issues.
  • Act as liaison to City officials, boards, and other agencies.
  • Prepare and deliver presentations, reports, and correspondence.
  • Analyze, develop, and administer the department budget, monitor expenditures, and make recommendations.
  • Perform additional duties as assigned that are of similar nature and level.
Qualifications
  • Bachelor’s degree in accounting, finance, or a related field.
  • At least four (4) years of progressively responsible finance experience, including significant management and supervisory experience.
  • Proficient in spoken and written English.
  • Highly desirable:
    Master’s degree, CPA or similar certification, and municipal finance experience.
Compensation & Benefits

Competitive Salary: $171,926 – $223,504 (negotiable)

  • CalPERS retirement membership.
  • 12 paid holidays per year.
  • Retirement Health Savings Program contribution (1% of base pay).
  • 401(a) plan contribution (4.5% of base pay).
  • Variable leave accrual based on years of service.
  • 60 hours of administrative leave per fiscal year.
  • Employer payment of $2,054.00 monthly towards medical insurance premiums, with a $500.00 monthly cash back option if insurance is waived.
  • Employer contribution of $66.79 monthly towards dental insurance.
