Position Overview
City of Oxnard is seeking a Director of Enterprise Data Analytics and GIS (Information Technology Officer II) to join its growing team of technology professionals. Reporting to the Chief Information Officer, this position leads the City’s enterprise data analytics and Geographic Information Systems (GIS) programs.
The Director is responsible for advancing the City’s ability to leverage data as a strategic asset to support operational decision‑making, improve service delivery, and enhance transparency across City departments. The role leads development and management of enterprise data capabilities spanning the full lifecycle of data including data integration, data engineering, data architecture, data governance, analytics, and business intelligence.
The Director also oversees and manages the City’s municipal GIS program as a core enterprise capability, ensuring that geospatial data and spatial analysis are leveraged as strategic tools supporting planning, operations, and service delivery across City departments.
Responsibilities- Develop, maintain, and govern the City’s enterprise architecture framework to ensure alignment between business needs, technology solutions, and long‑term strategic objectives.
- Lead enterprise‑wide technology architecture strategy across application, data, infrastructure, integration, security, and cloud domains.
- Establish architectural standards, design principles, and technology governance processes to guide technology investments and solution development.
- Serve as the primary architecture advisor to the CIO and IT leadership, providing strategic guidance on modernization initiatives and technology roadmaps.
- Lead the development and execution of the City’s applied AI strategy including governance, use‑case identification, risk management, policy guidance, and responsible adoption of AI technologies.
- Evaluate emerging technologies and industry trends, recommending practical and sustainable approaches that enhance City services and operational effectiveness.
- Provide architectural oversight for major projects including ERP, public safety systems, citizen‑facing digital services, and enterprise platforms.
- Ensure solutions are scalable, secure, interoperable, maintainable, and aligned with enterprise standards.
- Foster collaboration between IT divisions, business departments, and external partners to ensure architecture decisions support organizational priorities.
- Develop and maintain architecture artifacts, roadmaps, and documentation that clearly depict current‑state, transitional, and future‑state environments.
- Maintain quality service by establishing and enforcing architecture standards and governance practices.
- Establish and maintain enterprise architecture governance processes that guide technology selection and system design across departments.
- Provide solution‑architecture guidance for complex initiatives to ensure consistency with enterprise standards.
- Create and maintain technology reference architectures and patterns for cloud, integration, data, applications, and AI solutions.
- Support city‑wide modernization initiatives by identifying opportunities for consolidation, standardization, and technical debt reduction.
- Collaborate with IT leaders and project teams to review solution designs, ensuring alignment with security, scalability, and operational requirements.
- Support budget and strategic planning processes by aligning technology investments with architecture roadmaps.
- Assess existing systems and integration patterns to identify risks, redundancies, and improvement opportunities.
- Define architecture strategies that support interoperability between legacy systems, enterprise applications, and cloud‑based platforms.
- Lead efforts to ensure ethical, secure, and compliant use of AI technologies within municipal operations.
- Develop governance models for AI adoption, including data usage, risk assessment, transparency, and accountability.
- Serve as a key partner to cybersecurity leadership to ensure architectural alignment with security and risk management requirements.
