Definition:
The Substitute – Public Safety Officer performs proactive security, intervention, law enforcement, and public information duties to maintain a safe environment for students, staff, and the public on District or campus properties. The position is a short‑term, at‑will role that supports college and district programs and offices under general supervision.
- Proactively monitor campus activity to ensure safety and security before, during, and after business hours, maintaining a professional presence.
- Provide information and assistance to students, staff, and visitors, fostering rapport with the student community.
- Convey college policy, rules, and expectations for student conduct; answer related questions.
- Anticipate and intervene in potential incidents that pose a risk to people or property.
- Inspect the campus for physical safety and security; inspect doors, windows, gates, emergency phones, fire extinguishers, and AEDs; address suspicious activity.
- Respond to complaints, incidents, and hazardous situations; conduct investigations of reported injuries and accidents; interview victims, complainants, and witnesses.
- Provide security at District and campus functions; open and close buildings and rooms; direct traffic and control parking.
- Detect and report fire hazards; respond to fire and burglar alarms; distinguish small blazes and communicate with the local Fire Department using established protocols.
- Cooperate with law enforcement agencies in the apprehension of offenders and investigation of offenses.
- Assist staff in developing and implementing student activities and programs aimed at reducing risk and enhancing safety.
- Enforce campus parking regulations and issue parking citations.
- Perform other related duties as assigned that support the position’s objectives.
- Abide by all District policies and procedures, including Board Policy 3050 – Code of Professional Ethics.
- High school diploma or equivalent, 21 years of age, and two years of security/surveillance experience, supplemented by specialized training in security, safety, and behavior intervention.
- Additional education in public safety, jurisprudence, or a related field may substitute for experience.
- Experience in campus safety and/or law enforcement is preferred.
- Successful completion of an approved POST‑certified Regular Basic Course (minimum 664 hours).
- Valid California driver’s license.
- Current First Aid, CPR, and AED certifications within a reasonable time after employment.
- Completion of 24‑hour SB1626 or 40‑hour 832 PC class.
- Non‑academic, non‑classified substitute employees are at‑will and do not hold entitlement rights to District positions; they are not part of classified service.
- Substitute employees appointed while recruiting for a permanent position may not exceed 130 working days per fiscal year; those replacing a classified employee may not exceed 160 working days per fiscal year.
- Retired CalPERS annuitants may not exceed 960 hours per fiscal year.
- Short‑term assignments do not provide fringe benefits, holiday pay, or pay for time not worked.
- Work is performed indoors and outdoors with exposure to temperature extremes and physical effort.
