**** General Statement of Duties
** Under the general supervision of the Director of Policy, the Senior Policy Analyst will perform work related to hospital payment and delivery system transformation. They will serve as a subject matter expert on alternative hospital payment models and lead initiatives to support adoption of State-approved, quality-linked advanced alternative payment models (APMs), including global budgets, with a focus on rural hospital sustainability and access to care.
** Illustrative Examples of Work Performed
** To perform this job successfully, an individual must be able to perform the following essential duties:
Support adoption of advanced APMs by hospitals serving rural and underserved communities, with a focus on financial solvency, service line preservation, and access to care. Lead the establishment and implementation of incentive payment programs to support hospital participation in APM reporting and performance. Oversee and evaluate targeted technical assistance initiatives for hospitals transitioning to value-based payment, including contractor procurement and performance oversight.
Support development and administration of transformation funds providing financial assistance for hospital infrastructure, clinical integration, and operational transformation projects. Analyze hospital financial, utilization, quality, and cost data to assess policy impacts and identify risks to sustainability or access. Prepare policy briefs, reports, and presentations for the Health Insurance Commissioner, Director of Policy, and other state leadership. Coordinate with state agencies, payers, hospitals, and other stakeholders to support multi-payer alignment and delivery system reform initiatives.
Monitor state and federal policy developments related to hospital payment reform and assess their implications for Rhode Island. Perform related work as required.
** Required Qualifications
*** A bachelor’s degree in public policy, health policy, economics, public health, health administration, or a closely related field; and
* At least five (5) years of progressively responsible professional experience in health policy analysis, hospital finance, payment reform, or health care delivery system transformation.
* An equivalent combination of education and experience.
** Preferred Qualifications
*** Experience with hospital payment models, including global budgets or other alternative payment arrangements.
* Experience analyzing hospital financial or utilization data.
* Familiarity with Medicaid, commercial insurance markets, and multi-payer initiatives.
* Familiarity with the AHEAD (Achieving Healthcare Efficiency through Accountable Design) Model
* Strong analytical, writing, and stakeholder engagement skills.#
