Operations Manager
This employee supervises and coordinates operations within the Supply Division of the Water Works Department as well as oversees activities within Maintenance and Operations, maintenance supervisor and staff, and other staff involved in the maintenance and development of water sites. Employee participates as senior staff member for the department and provides responsible assistance to department management staff. Employee makes decisions on maintenance work related to operational needs and OEPA regulations.
Develop work plans consistent with OEPA recommendations for water treatment plant and pumping equipment maintenance. Performs related duties as required. Illustrative only.
- Principles and practices of customer service and waterworks activities.
- Methods and techniques in water operations including construction, repair, and maintenance of water equipment.
- General understanding of methods, techniques, and terminology in the areas of electrical, instrumentation and control, machining, heating and air conditioning, welding, painting, carpentry, and plumbing. Pertinent federal, state, and local laws, codes, and regulations.
- Principles and practices of relevant department safety regulations. Principles and practices of relevant city and state governing bodies.
- Effective techniques for employee supervision and motivation. Basic computer operations: word processing, spreadsheet and database programs, and special applications including process control, workorder management software, Autocad, and GIS appropriate to assigned area.
- Operate appropriate computer equipment; use properly all related hardware and software.
- Operate assigned vehicle in the course of duty.
- Implement and maintain positive employee relations.
- Promote and maintain highest integrity throughout all personnel. Analyze and manage effective EEO/AA programs.
- Identify, analyze, and solve complex problems. Plan complex work processes and procedures for self and others to follow.
- Balance a fund; complete projects within budget requirements. Show appropriate assertiveness and tact with colleagues and the general public.
- Prepare assigned reports and keep accurate records. Communicate clearly and concisely, both orally and in writing. Work with committees to achieve desired results. Speak in public, in formal and informal settings.
- Supervise, prioritize, direct, and coordinate the work of lower-level staff. Select, supervise, train, and evaluate staff.
- Read and understand various blueprints, drawings, and schematic diagrams (architectural, electrical, mechanical, etc.) Estimate time and costs of work and schedule personnel accordingly.
Each applicant must have a high school diploma (or GED equivalency).
Five (5) years experience working in an industrial plant environment, with at least two years experience in a supervisory role. Experience must include work involving repair and maintenance of large industrial equipment including pipes, pumps, boilers, transformers, motors, chillers, and valves.
Relevant education may be substituted for up to two years of the experience requirement.
Other Requirements- Must have a valid Driver's License.
- Must be an excellent communicator and team builder.
- Positions in the Supply Division of the Water Works Department:
Must have or obtain a Class I Water Supply Operator Certification during the probationary period.
Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.
Environmental ConditionsUsually an office environment, but with frequent outdoor site visits to review work situations; light travel to meetings and other functions around the city required.
Physical ConditionsDuties require maintaining physical condition necessary for sitting, standing, and/or walking for prolonged periods of time; must be able to operate assigned vehicle.
