Summary Objective

The purpose of this position is to manage and organize the shift activities and operations of a correctional facility or an assigned area on a 24-hour basis.

This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Essential Functions
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Evaluates policies, procedures, programs and services and recommends modifications.
  • Manages shift operations of a correctional facility including inmate custody and security, booking, property, inmate classification, sobriety evaluation, internal investigation, work release and support services through subordinate supervisors.
  • Administers additional programs including fingerprint identification, records or home incarceration through subordinate supervisors.
  • Coordinates shift activities and operations, emergency conditions, significant occurrences, and inmate disturbances with administrative staff and subordinate supervisors.
  • Inspects inmate living quarters to evaluate sanitary conditions, monitors the operation of correctional facility fire and security equipment, and notifies equipment maintenance vendors to correct malfunctions or to request equipment service or repair.
  • Authorizes the transportation of inmates from the jail facility to the hospital for medical treatment and examination, and to and from other correctional facilities.
  • Develops training materials and conducts training sessions and lectures on approved curriculum and conducts tours of the facility and speaks at schools and community group meetings to convey information on correctional programs and operations.
  • Answers questions, provides information, explains and discusses incarceration, work release and visitation procedures and operations with other law enforcement agencies, the media and the public. Plans, develops and implements programs, policies and procedures in conjunction with administrative staff.
  • Controls expenditures in accordance with budget allocations and assists with budget preparation in conjunction with administrative staff.
  • Prepares reports on department activities and operations for administrative staff review and completes special projects.
  • Answers questions from the public and the media.
  • Conducts tours; presents information at schools and community meetings.
  • Performs related work as assigned.
Minimum Education al Requirements
  • High School Graduation or GED equivalent.
  • Must be a current Louisville Metro Department of Corrections (LMDC) Lieutenant with two (2) years of continuous seniority in that position.

Minimum Requirements
  • Must be eligible for certification as a State Peace Officer.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Must be vaccinated for hepatitis B, have provided evidence of immunity, or have signed a declination form within ten days of initial assignment.
  • Must pass an annual tuberculin test.
  • Must complete forty (40) hours of annual in-service training.
  • Must be on 24-hour call.
  • Applicants who have illegally bought, sold, or trafficked, as defined in KRS 218A.010 and KRS 218A.1431, controlled substances, other than marijuana, within six years of application will be disqualified.
  • Applicants who have used an illegal controlled substance other than marijuana within the last six years of application will be disqualified.
  • Applicants who have illegally bought, possessed, or used marijuana, including medicinal cannabis, within six months of application will be disqualified.
  • Applicants who have illegally sold marijuana, including medicinal cannabis, within one year of application will be disqualified.
