Position:
Union Operator Foreman – Landfill Construction
Reports to: Superintendent
Travel Required: Yes – projects located in Ohio, Michigan and Indiana
Position Summary:
Miller Bros. Const., Inc. is seeking an experienced Union Operator Foreman with landfill construction experience to lead field crews on landfill and heavy civil projects. The ideal candidate is a hands‑on foreman capable of operating heavy equipment while directing union crews
, coordinating daily production, and ensuring safe and efficient project execution.
This position requires extensive travel to project sites and experience working in landfill construction environments including mass excavation, liner systems, leachate systems, and HDPE pipe installation
.
The Foreman is responsible for supervising work crews and managing daily field operations. Primary responsibilities include:
- Safety – meet or exceed OSHA and MSHA standards
- Quality – meet or exceed plan and specification requirements
- Schedule – meet or improve project schedules
- Budget – meet or outperform estimated production and cost targets
- Project Records – ensure accurate and timely reporting of field data
- Employee Relations – maintain compliance with EEO and training standards
All duties must be performed consistent with the Company Mission Statement and the “Team Miller” philosophy, maintaining positive relationships with customers, employees, and the public.
Responsibilities:
Safety: Ensure the crew complies with OSHA Standards, MSHA Standards, and MBC Safety Programs. This includes applying proper safety practices for landfill and heavy civil operations, ensuring required PPE is available and properly used, and verifying trained personnel are assigned to specialized roles (competent person, traffic supervisor, etc.).
Issue safety violation notices to employees who fail to comply with safety requirements.
Report all safety incidents immediately to the Project Superintendent and Safety Manager, and complete Safety Incident Reports.
Conduct daily toolbox safety talks with the crew and additional safety briefings prior to starting major operations.
Quality, Schedule & Budget: Review and understand plans, specifications, and standard drawings related to landfill construction and heavy civil work. Ensure all work meets or exceeds project specifications.
Coordinate daily operations including equipment, trucks, labor, and materials to maintain production goals.
Verify materials are from approved sources and available when needed to maintain workflow.
Monitor crew size and production in HCSS Heavy Job and complete assigned work within budgeted time and cost targets.
Operate and oversee heavy equipment including excavators, dozers, scrapers, compactors, and off-road trucks as needed to support production.
Ensure equipment assigned to the project is properly maintained and report any maintenance issues to the Superintendent immediately.
Project Records: Complete and submit accurate HCSS Heavy Job reports.
Document and complete extra work forms daily when required, including signatures from the owner's representative (inspector/engineer).
Review actual cost versus estimated cost in HCSS Heavy Job and work with the Superintendent to adjust production strategies as needed.
Employee Relations: Communicate and enforce company policies regarding EEO, affirmative action, sexual harassment, and ADA compliance.
Maintain a professional and respectful work environment for all crew members.
Provide ongoing training and mentorship to union operators and laborers to improve safety, productivity, and skill development.
Report employee complaints or policy violations immediately to Human Resources.
Authority: The Foreman has the authority to:
- Direct the work of employees, suppliers, and subcontractors assigned to the project
- Order materials, trucks, and schedule subcontractors through the Superintendent
- Request equipment and manpower through the Superintendent and General Superintendent
- Recommend discipline, termination, or replacement of hourly employees not performing work adequately (subject to Superintendent and General Superintendent approval)
