PBF) operates as one of the largest independent refiners in North America, with refineries and related facilities. This position is located in the Toledo Refinery in Oregon, OH.

• Provide support for instrument engineering activities throughout the refinery.
• Develop and manage refinery instrumentation projects, including scope definition, economic analysis, engineering design, field execution, project startup, and documentation.
• Ensure compliance with all Process Safety policies and procedures.
• Direct critical activities requiring instrument knowledge and expertise.
• Provide technical input in determining priority and scope of equipment repairs.
• Review engineering projects and improvements to ensure compliance with refinery standards and good engineering practice.
• Complete engineering design, documentation, and implementation for small refinery improvement and modification projects.
• Collaborate with the refinery Process Control group to identify control improvement opportunities.
• Direct the efforts of third‑party design engineering and construction contractors.
• Support Operations and Optimization engineers in identifying strategic instrumentation and control opportunities that improve operating efficiency, availability, or reduce maintenance costs.
• Support development of safety, protective, or process logic system requirements and logic implementation.
• Assist Instrumentation Technicians in maintaining instrumentation and control system design and maintenance history documentation.
• Identify new instrumentation technologies, evaluate suitability and maintainability, develop application designs, and assist with technician training as applicable.

• Bachelor’s Degree in Electrical Engineering or a related engineering field is required.
• Five or more years of industrial instrumentation and control systems experience is preferred.
• At least two years in a refinery environment is preferred.
• Experience with control valve sizing and typical process measurement instrumentation and technologies (Flow, Level, Pressure, Temperature, etc.).
• Experience with electrical schematic drawings, logic diagrams, and panel schedules is required.
• Basic knowledge of industry standards: NEC, NFPA, API, etc., is required.
• Demonstrated knowledge of PLC/HMI systems is required.
• Strategic and creative thinking abilities are required.
• Ability to handle multiple priorities, manage short deadlines, and respond to emergency situations is required.
• Interactive teamwork skills are required.
