Job Description

The mission of the Operations Bureau is to detect and deter terrorist plots, targeted violence, sabotage of critical infrastructure, and hostile intelligence activities against New Jersey. The Operations Bureau consists of three program areas: the Counter terrorism Unit, the Counterintelligence Unit and the Operations Unit. The selected candidate will be assigned to the Counterintelligence Unit.

The Counterintelligence Unit

The unit has two primary squads: the State Counterintelligence squad and the CITF (Counterintelligence Task Force) squad. The former is responsible for counterintelligence matters relevant to the State of New Jersey, closely coordinated with the FBI and other relevant agencies but focused on areas not typically addressed by other agencies. The CITF squad consists of Operations Bureau personnel assigned to FBI Newark or resident agencies of the Newark Field Office.

The ideal candidate will have a strong background in counterintelligence or national security investigations; an advanced degree in international relations, security studies, criminal justice, or a related field; proficiency in foreign languages. Duties will include but are not limited to:

  • Conduct investigative work supporting criminal investigations related to national security threats and critical infrastructure.
  • Review and analyze documents in support of investigative work and prepare findings in a clear and concise manner.
  • Research and investigate foreign influence activities, economic interference, disinformation campaigns, insider threats, domestic and non‑state actor threats.
  • Prepare and provide defensive briefings on the national security threat landscape to state, county, and local partners.
  • Provide international travel security briefings to state employees traveling internationally to protect sensitive information from foreign threats.
  • Conduct extensive vetting of foreign delegations traveling to New Jersey.
  • Interface and establish working relationships with representatives from partner agencies at the state and federal levels to enhance collaboration on issues of national security.
  • Conduct due diligence on various engagement opportunities to assess risk factors and/or vulnerabilities focusing on exposing and preventing activities that could harm national security and critical infrastructure.
  • Assist in the preparation of materials for grand jury presentation and/or criminal trial.
Requirements

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester‑hour credits are equal to one (1) year of relevant experience.

Education/Experience
  • Seven (7) years of professional experience in the conduct of civil or criminal investigations related to compliance, enforcement, detection, and surveillance activity, including the preparation of investigative reports.
