Position: Housing Examiner Trainee

Job Description

OHFA is seeking four (4) dedicated Housing Examiner Trainees in central Ohio. The role involves traveling throughout Ohio to conduct physical compliance inspections of properties in the field, completing file inspections/audits either in the field or in the office, and reviewing tenant files for income and household composition requirements under multiple affordable housing funding guidelines.

Position Notes
  • Columbus‑based employees must report to OHFA's offices located at 2600 Corporate Exchange Drive, Columbus, OH 43231.
  • Depending on the time of year, employees will either work in the office 80% of the time and in the field 20% of the time, or work in the field 80% and in the office 20% of the time.
  • The determination of time spent in‑office versus time spent in‑field is made by management to ensure required inspections are completed.
  • Duties may be performed anywhere in Ohio; properties may be located in Columbus or anywhere throughout Ohio.
  • When completing work in the field, staff will be eligible to use a state vehicle for work‑related purposes.
Classification Specific Notes
  • During the first year, Housing Examiner Trainees train with more experienced staff and follow the work schedule assigned by their trainer.
  • In the field, this physically demanding job requires inspecting interiors and exteriors of buildings, often requiring the climbing of stairs, opening windows, stooping to inspect ovens, and walking around building exteriors regardless of weather.
  • Required training includes agency‑paid programs to obtain or enter the candidacy period for the Specialist in Housing Credit Management (SHCM), Housing Credit Certified Professional (HCCP), Novogradac Property Compliance Certification (NPCC), or Tax Credit Specialist (TCS) credentials.
  • Upon obtaining or entering the candidacy period for one of these credentials and completing all requirements as described in the position description, Housing Examiner Trainees are reassigned to Housing Examiners. The Step 1 rate of pay for Housing Examiners is $30.55 per hour.
Qualifications
  • 18 months experience in the low‑income housing tax credit industry or the maintenance/monitoring of subsidized housing projects and regulations or residential property management; requires a valid driver’s license.
  • OR completion of an associate core program in accounting, business administration, or public administration; requires a valid driver’s license.
  • OR equivalent qualifications as defined above. For example, 18 months experience in accounting, business administration, or public administration.

These positions will be filled in accordance with the Ohio Civil Service Employees Association (OCSEA) contract. Internal, bargaining unit applicants who applied and were considered for this classification within the past 180 days are not eligible for consideration.
