SUMMARY:
The Sidewalk Safety Coordinator inspects sidewalks throughout the city and responds to residents and property owners who are seeking assistance in identifying and resolving sidewalk safety issues or building code concerns. The Sidewalk Safety Coordinator provides education on building codes and building codes related to sidewalks. The Sidewalk Safety Coordinator works with residents and property owners on their responsibilities related to building codes and sidewalk codes and provides information on how to resolve issues before enforcement action is necessary.
The Sidewalk Safety Coordinator inspects, documents, photographs, and issues notices of violation, noncompliance, and final notices.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
These tasks are typical for this position and may include, but are not limited to, the following:
- Conduct general community outreach to educate parties who are responsible for sidewalk safety in the necessary requirements and ways to resolve issues timely.
- Provide education to residents, community members, property owners, and others regarding building codes and building codes related to sidewalks.
- Conduct inspections and investigations to enforce municipal and regulatory codes and ensure compliance with code enforcement programs.
- Document inspections with notes, photographs, and related documents that may serve as evidence in administrative hearings or court proceedings.
- Prepare and issue notices of violation, noncompliance, and final notices according to applicable codes and regulations.
- Initiate contact with residents, business representatives, and other parties to explain the nature of violations incurred and to encourage compliance with municipal codes, ordinances, and community standards.
- Maintain files, databases, and records related to citations and violations.
- Prepare a variety of written reports, memoranda, and correspondence.
- Testify in court and at Code Enforcement Board hearings.
- Communicate with staff, residents, neighborhood groups, the Fire Department, the Police Department, Public Works, and other City groups on the status of properties.
- Operate city vehicles safely, obeying all traffic rules and regulations, including specific safety rules that apply to City of Covington and Code Enforcement Division employees.
- Required to wear designated uniform as proscribed.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE :
- High school diploma or G.E.D. equivalent is required.
- One (1) year of experience in code enforcement, law enforcement, or related municipal experience is preferred.
CERTIFICATES, LICENSES, REGISTRATIONS:
- Possess and maintain a valid driver's license.
- Must successfully pass the certification examination for the International Code Council (ICC) Property Maintenance and Housing Inspector within six months of hire.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of KCOR, iWorq, Tolemi, or similar systems and software.
- Knowledge of Microsoft Office programs Excel, Word, PowerPoint, and Outlook.
- Knowledge in using smart phones, tablets, and digital cameras to perform work.
- Knowledge of construction, property management and maintenance, building or housing code enforcement.
- Ability to express ideas clearly, accurately, and concisely, both verbally and in writing.
- Ability to learn property maintenance codes and all related regulations and ordinances governing building construction, specifically those centered on sidewalks.
- Ability to recognize hazardous conditions of faulty construction devices.
- Ability to learn and discuss infractions of codes in a firm, tactful, and impartial manner.
- Ability to exercise tact and diplomacy to establish and maintain an effective working relationship with property owners, occupants, agents, contractors, representatives of other agencies, and the public.
