Senior FMS Program Manager; F-– Secret

We are looking for a senior FMS Program Management Analyst to support the Air Force Life Cycle Management Center (AFLCMC/WAM) Directorate, F‑16 division at Wright‑Patterson Air Force Base, Ohio.

• Provide support to various F‑16 FMS programs.
• Plan, organize, complete, and present assessments of program/project management concepts, analyses, studies, and procedures.
• Evaluate implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements.
• Collect and analyze manpower data from previous programs and estimate new manpower for upcoming programs.
• Prepare documentation for Letters of Request (LORs) and implementation and execution of Letters of Authorization (LOAs) in accordance with AECA, SAMM/DSCA Manual 5105.38‑M, DoW acquisition processes.
• Gather, analyze, evaluate, and document information required by program or project managers and foreign customers; provide daily administrative support using FMS policies, AECA, and analytical methods or techniques.
• Coordinate and obtain approvals from the foreign disclosure office prior to release to foreign partners.
• Prepare briefings and reports and document meetings, plans, and discussions with U.S. and foreign parties.
• Provide project management assistance for domestic and foreign travel including identifying requirements, processing travel orders in DTS, initiating foreign travel country clearances through APACS, and coordinating with security, foreign disclosure, embassy staff, overseas MAJCOMs and SAF/IA representatives.
• Provide instructions to travelers regarding visas, passports, and other FMS travel documents and assist with applications.
• Accomplish OCONUS and CONUS travel in support of F‑16 program meetings, reviews, audits and other activities at U.S. and foreign facilities.
• Interact with foreign liaisons as needed to provide reference material on housing, vehicles, medical, travel and other issues.

• Must have an active Secret clearance.
• Master’s or Doctoral degree in a related field and a minimum of 10 years of experience in the respective technical/professional discipline, at least five years in the DoW; OR
• Bachelor’s degree in a related field and a minimum of 12 years of experience, five years in the DoW; OR
• Fifteen years of directly related experience with proper certifications, eight of which must be in the DoW.
• Minimum ten years of administrative/analysis support experience.
• Minimum two years in a Department of War acquisition program.
• Minimum one year of FMS experience.
• Extensive administrative skills and knowledge of FMS policies, processes and applicable guidance, fighter aircraft technology, and USAF administrative guidelines.
