FLSA Exempt Position

Pay Range F: $40.64/hr ($84,531.20 annually) – $50.36/hr ($ annually)

Minimum Acceptable Worker Characteristics
  • Registered Architect or Professional Engineer in a design or construction related field and 3 years of paid work experience in Building Inspection and Plan Exams.
  • 10 years commercial general contractor, foreman, or site superintendent responsible for supervision of all trades and completion of Certified Building Official test.
  • 6 years building department experience and completion of Ohio Board of Building Standards Level 3 requirements and completion of Building Codes and Standards test.

Must maintain valid full Building Official and full Residential Building Official certifications from the Ohio Board of Building Standards throughout employment pursuant to Section 3781.10 of the Ohio Revised Code.

Must possess and maintain a valid driver’s license with an acceptable driving record.

Demonstrated leadership, organizational, and interpersonal skills. Requires ability to direct a major organization and demonstrated ability to exercise judgment, decisiveness, and creativity. Demonstrated ability to manage and direct employees including counseling, coaching, and proactive leadership.

Education, training, and/or experience in an amount equal to the Minimum Qualifications stated above.

Essential Job Functions and Responsibilities

Under general direction from the Director, manages the performance and outcomes of staff in the permit, inspection, and engineering divisions. Administers and enforces local building regulations (e.g., Water Management Sediment Control, Flood Regulations, Airport Zoning Regulations) or existing structures code adopted by the Board of County Commissioners under 307.37 of the Revised Code and the state residential and non-residential building codes established by the Board of Building Standards under Chapter 3781 of the Revised Code.

Establishes goals, performance metrics, and proofing work prior to distribution to the public. Provides input to the Director for annual budget to ensure adequate equipment, supplies, software, and services are available for division staff to perform job functions and meet expected outcomes.

Provides direct supervision to subordinate staff: determines need for hiring new staff; interviews applicants and makes effective hiring recommendations; disciplines subordinates; reviews and approves or denies leave requests; completes performance evaluations; meets with subordinates and addresses grievances; trains subordinates; assigns and reviews subordinate’s work; ensures appropriate certification of staff is maintained in accordance with Chapter 4104:7 of the Ohio Administrative Code.

May be required to perform inspections and plan reviews, as certified, as needed.

Implements programs through complex decision‑making processes requiring the use of research, coordination, and cooperation within the Department and with other agencies.

Plans, coordinates, and directs departmental inventory control and risk management activities for the department. Responsible for the retention, maintenance, and disposal of official records.

Works alone or with others in short‑ or long‑term team projects to resolve problems or conflicts in any area of county operations or to complete assigned projects at the direction of any county supervisor or Department Head when assigned. Participates in cross‑training and maintains proficiency in the area of cross‑training as necessary.

New and other related duties as assigned. Works aggressively to reduce or eliminate safety/risk concerns in current position or work location.
