The Pre-Development Program Manager will support a growing portfolio of Transmission and Substation development requests from third-party developers and internal stakeholders. This role serves as the central point of coordination during the pre-development lifecycle, ensuring requests are organized, prioritized, and progressed through development until they are ready for handoff to the assigned Project Manager.
The ideal candidate possesses a foundational understanding of transmission and substation infrastructure, thrives in a fast-paced and evolving environment, and is comfortable managing ambiguity and taking on new responsibilities as business needs change.
Key Responsibilities- Manage a high-volume portfolio of transmission and substation development requests, maintaining visibility into project status, priorities, and key milestones.
- Coordinate pre-development activities from initial request through Project Manager handoff, ensuring documentation, estimates, and required information are complete.
- Serve as the primary point of contact for internal stakeholders and third-party customers throughout the pre-development process.
- Partner with Transmission Engineering, Substation Engineering, Project Management, Economic Development, and external customers to advance development requests and resolve issues.
- Support portfolio planning, prioritization, reporting, and forecasting activities while balancing competing business and customer needs.
- Develop and maintain portfolio tracking tools, dashboards, and reporting mechanisms to improve organization, transparency, and decision-making.
- Identify opportunities to streamline processes and improve consistency across pre-development workflows.
- Demonstrate flexibility by supporting evolving business needs and taking on additional responsibilities as required.
- Bachelor's degree in Engineering, Construction Management, Business, Project Management, or a related field, or equivalent experience.
- Experience supporting utility, engineering, infrastructure, or large capital project environments.
- Strong organizational, communication, and stakeholder management skills.
- Ability to manage multiple priorities and perform effectively in a fast-paced, evolving environment.
- Foundational understanding of electric utility infrastructure, particularly transmission and substation projects.
- Experience supporting utility project development, portfolio management, or capital project programs.
- Experience with project tracking, reporting, and dashboard development tools such as Excel or Power BI.
