POSITION SUMMARY

The County Manager serves at the pleasure of the Board of County Commissioners and is the County’s chief administrative officer. The County Manager is responsible for administering all County services and operations, implementing Board‑adopted policies, and providing strategic leadership to advance the Boards’ vision and priorities in service to the community. The County Manager acts as the primary liaison between the Board of County Commissioners, department directors, and other elected officials.

MINIMUM

QUALIFICATIONS REQUIRED

Education and Experience

Bachelor's degree from an accredited four‑year college or university in public administration, business administration, or experience in related field required.

Five to seven years of progressively responsible experience in local government management, or related field.

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications

Must possess and maintain Colorado’s Driver’s License and satisfactory driving record.

Special Requirements

Must reside in Moffat County and be able to respond to emergency situations 24 hours, or upon request of the Board of County Commissioners. Employment is contingent upon successfully passing a pre‑employment background check and drug screening.

Work Environment & Physical Demands

Work is performed in a standard office environment with occasional travel throughout the County. The position requires prolonged sitting, standing, walking and use of standard office equipment. Must be able to communicate effectively, occasionally bend, reach, and lift and/or carry up to 25 pounds. Evening, weekend, and off‑site meetings may be required upon request of the Board of County Commissioners.

ESSENTIAL JOB FUNCTIONS

Demonstrates a thorough understanding of the county’s history, culture, values, strategic priorities, and community needs, while promoting and modeling the county’s mission, vision, and core values in all decisions, leadership action and interactions.

Implements policies established by the Board of County Commissioners and provides guidance of the day‑to‑day operations of County government. Monitors and evaluates department head progress on board‑approved projects, programs, and contracts; keeps the board apprised of progress on a continual basis.

Represent the County in interactions with elected officials, community partners, regional agencies, state and federal entities, and the public.

Lead, support, counsel and evaluate department heads; foster a high‑performing, accountable leadership team.

Develop and administer the County’s annual operating and capital budgets. Manages contracts, including: providing accounting of expenditures; preparing and submitting requests/purchase orders for operating, personnel and capital budget; providing and presenting financial information, data, and history to justify requests and to aid in discussions with officials; ensure responsible fiscal sustainability.

Advises BOCC of the financial condition and future financial needs of the county, including fiscal responsibility in adhering to the county’s approved budget. Oversees and provides input to Finance Staff for preparation and presentation of the annual…
