Senior Rural Health Program Manager

Lead complex initiatives that strengthen rural community health networks through strategic planning, stakeholder coordination, and program implementation. In this role, you'll drive key deliverables across the Rural Health Transformation Program (RHTP) and Health Care System Planning (HCSP), partnering closely with program and policy leadership while supervising project staff to ensure high-quality, on-time outcomes.

Key Responsibilities

  • Execute strategic plans to implement rural community health networks
  • Coordinate with the RHTP community engagement team to engage stakeholders (including network grantees) in planning and implementation
  • Lead and support team members implementing rural community health networks by managing performance, providing guidance, and escalating risks and barriers
  • Develop the infrastructure and tools required to launch rural community health networks
  • Apply creative problem-solving to address challenges associated with implementing innovative rural health infrastructure models
  • Support rural community health network staff in fostering and facilitating strong relationships with community leaders
  • Liaise with leadership and RHTP project leads to align implementation with community-identified needs and priorities
  • Support program evaluation design and ongoing evaluation development
  • Integrate and align RHTP objectives with HCSP work (Executive Order 24-04)
  • Participate in internal RHTP teams as needed to ensure compliance with RHTP requirements and alignment with program objectives

Required Qualifications

  • Thorough understanding of key rural community stakeholders, including municipal government, healthcare providers, community-based organizations, advocates, community leaders, and others across systems of care and populations served
  • Strong knowledge of public health principles and healthcare system elements, including experience with program implementation, policy and planning, program administration, research, data analytics, and stakeholder engagement
  • Demonstrated knowledge of factors limiting access to health services and impacting rural health outcomes (social, environmental, and economic factors)
  • Demonstrated experience managing complex initiatives in health, human services, public policy, public administration, or community-based programs (including rural health, health equity, Medicaid, public health, or health system transformation)
  • Excellent writing, facilitation, communication, interpersonal, and organizational skills, including proficiency with Microsoft Office tools
  • Strong project management skills, including the ability to develop workplans, implementation tools, meeting materials, decision documents, status reports, and other program launch/operations deliverables
  • Ability to lead multidisciplinary teams, assign and monitor work, manage timelines and deliverables, provide staff guidance, and escalate risks or barriers appropriately
  • Master's degree in Health Policy, Social Work, Public Policy, Public Administration, Human Services, a licensed health profession, or a related field, or an equivalent combination of education and experience

Preferred Qualifications

  • Existing relationships with rural communities
  • Familiarity with grant-funded programs, compliance monitoring, reporting requirements, procurement or contracting processes, and interagency coordination
