Role OverviewAs a Program Strategist, you will serve as a critical bridge between policy and product. You’ll work closely with Nava’s project teams and government partners to interpret complex regulations and translate them into actionable strategies for digital service delivery. Your insights will guide product architecture, technical requirements, and implementation plans, ensuring that Nava’s solutions are both compliant and user-centric.
This role requires a strategic thinker who can synthesize research, identify opportunities for impact, and communicate effectively across technical and policy domains. You’ll also collaborate with Nava’s Partnerships and Evaluation team to advocate for systems-level changes that improve program implementation.
Key Responsibilities- Analyze federal and state statutes and regulations for benefit programs such as Medicaid, Paid Family Leave, and WIC
- Translate policy findings into practical recommendations for product and technical teams
- Produce plain-language documentation to help delivery teams understand regulatory contexts
- Create policy briefs, process flows, and other artifacts to support decision-making
- Deliver presentations and written reports to diverse audiences, including government stakeholders
- Identify regulatory constraints early in project life cycles and propose compliant, user-centered solutions
- Distinguish between policy mandates and operational or technical decisions
- Track legislation and policy reform efforts to identify risks, dependencies, and opportunities for impact
- Minimum of 5 years of experience in policy analysis, or a combination of graduate-level education and relevant experience
- Hands-on experience interpreting or implementing Medicaid policies and programs
- Strong relationship-building skills with internal teams and external partners
- Ability to work independently and manage multiple priorities
- Excellent verbal and written communication skills, including technical and policy contexts
- Familiarity with public programs at multiple levels of government
- Ability to document research processes and synthesize findings into clear recommendations
- Experience implementing government program policy or operational changes in the context of technology solutions
- Familiarity with agile project management and human-centered design principles
- Availability to work during Pacific Standard Time (PST) business hours
- Graduate degree in public policy, public administration, or a related field
- Legal authorization to work in the United States
- Work authorization that does not require visa sponsorship now or in the future
- Ability to meet requirements for government contracts, including background checks or security clearance
