Cranston, RI - Remote with some onsite meetings
Duration: 5 Years Primarily remote, with in-person attendance required for community meetings, regional sessions and other activities
Position Summary
We are seeking an experienced Medicaid Chief of Policy to lead strategic Medicaid policy initiatives, develop sustainable funding strategies, and provide executive-level policy guidance. The ideal candidate will possess extensive knowledge of Medicaid regulations, federal funding mechanisms, healthcare policy, and stakeholder collaboration to support long‑term program success and regulatory compliance.
Key Responsibilities- Lead Medicaid policy initiatives supporting strategic healthcare transformation and program sustainability.
- Develop strategies to sustain healthcare programs through Medicaid funding mechanisms by leveraging federal Medicaid authorities.
- Identify, secure, and manage federal Medicaid authorities, including State Plan Amendments (SPAs), waivers, and other federal approvals.
- Ensure compliance with all applicable federal and state Medicaid regulations and policy requirements.
- Lead policy development, legislative initiatives, budget planning, and federal approval processes related to Medicaid programs.
- Maximize Federal Financial Participation (FFP) opportunities for healthcare benefits, administrative operations, and agency programs.
- Collaborate with Centers for Medicare & Medicaid Services (CMS), government agencies, executive leadership, and external stakeholders on policy development and implementation.
- Conduct policy research and analysis, providing strategic recommendations to executive leadership.
- Prepare policy briefs, regulatory submissions, executive reports, and legislative documentation.
- Serve as the organization's subject matter expert on Medicaid policy, financing, reimbursement methodologies, and program sustainability.
- Bachelor's degree in Public Policy, Public Administration, Public Health, Healthcare Administration, Law
, or a related discipline. - Minimum 8 years of experience in Medicaid policy, healthcare policy, or public sector healthcare programs.
- Proven experience developing healthcare policy recommendations and regulatory submissions.
- Strong understanding of Medicaid regulations, federal funding mechanisms, and healthcare reimbursement.
- Excellent analytical, communication, presentation, and stakeholder management skills.
- Demonstrated ability to manage complex initiatives while collaborating across multiple agencies and cross‑functional teams.
- Master's degree (MPH, MPA, MHA, JD, or related field).
- Experience working directly with CMS and Medicaid waiver programs.
- Strong knowledge of Medicaid financing, administrative claiming, and federal reimbursement methodologies.
- Experience supporting healthcare transformation initiatives, grant‑funded programs, or large public‑sector healthcare projects.
- Extensive knowledge of Medicaid regulations, waivers, State Plan Amendments (SPAs), and federal funding authorities.
