U.S. Import Compliance Specialist

Saab, Inc. is growing, and import compliance is being stood up as its own discipline within Trade Compliance, separate from logistics execution. The successful candidate is a self-starter who is motivated to advance U.S. import compliance and customs authorization for defense and commercial programs, build relationships across sites and brokers, write import policies and turn them into understandable operational procedures, and help design how U.S. imports are authorized, documented, and measured.

In this role, you will authorize the cross-border move and maintain compliance. Supply Chain's logistics team will book freight, create BOLs, and settle carrier invoices.

Responsibilities:

  • Construct, improve, and run the U.S. import control framework for Saab, Inc., including entry review, exception handling, and CBP inquiries.
  • Build relationships with site shipping, programs, brokers, and forwarders so the handoff works, with shipment facts in and compliance direction and authorization out.
  • Draft and operationalize import policies and SOPs, including clearance, Temporary Import Bond (TIB), Carnet, DSP-61 temporary import license, permanent import, Duty-Free Entry (DFE), broker engagement, and recordkeeping.
  • Engage with Saab, Inc.'s international affiliates and other entities to coordinate imports into and exports from the U.S.
  • Clear imports through Customs by reviewing entry packets and resolving classification, valuation, origin, and document issues before the broker files.
  • Assign and maintain HTS classifications, add and track items in the system, and coordinate ECCN/USML questions with the export team.
  • Administer DFE under HTSUS  by adding eligible contracts in Procurement Integrated Enterprise Environment (PIEE), coordinating Defense Contract Management Agency (DCMA) certificates with brokers, and keeping DFARS  documentation complete.
  • Manage TIBs, carnets, and ITAR temporary import authorizations, including DSP-61 licenses and exemptions, as well as tracking, close-out, and retention.
  • Support ACE for imports, including Periodic Monthly Statement duty accuracy, protest flags, and payment authorization. Logistics and Accounting code the same statement to cost centers.
  • Support customs bonds, including U.S. and Non-Resident Importer (NRI) Canada, and Powers of Attorney and the authorized-filer list under subject matter oversight.
  • Manage the compliance side of broker and forwarder relationships, including SOPs, the authorized-broker list, and compliance KPIs. Logistics owns rates, booking, and freight-invoice approval.
  • Approve International Shipping Requests (ISR) and domestic tariff questionnaires as assigned.
  • Put import and temporary import/export activity into a durable system of record, such as OCR EASE, SharePoint, or an equivalent platform, and help shape how that looks as tools mature.
  • Use SharePoint and practical process-improvement skills to replace informal knowledge with an understandable and repeatable process that sites can follow.
  • Assess sites against the import requirements you help prepare, then address gaps directly rather than work around them.
  • Travel domestically and possibly internationally, 5%-10% annually.

Auburn Hills, MI, East Syracuse, NY, Grayling, MI, Orlando, FL: $64,600 - $80,700

Bristol, RI, Cranston, RI: $71,000 - $88,800

Ashburn, VA, Quincy, MA, Washington, DC: $77,400 - $96,800

Required Qualifications:

  • Bachelor's degree in international business, supply chain, or a related field with 3+ years in U.S. import/customs operations or import compliance (including entry packets, HTS, and broker coordination), or a Master's degree with 1+ year of experience, or an equivalent combination of education and experience.
  • Working knowledge of CBP entry, HTS classification, and how a broker files.
  • Sufficient export control literacy to flag DSP-61, TIB, Carnet, or ITAR issues and escalate them while providing clear information and options to enable decision-making.
  • Experience writing or improving a procedure, playbook, or SharePoint/tracker that other people then used.
  • Strong communication skills to clearly explain issues and requirements rather than simply state them.
  • Microsoft Excel proficiency, comfort working in ACE or a GTM tool, and willingness to work in internal systems and platforms.
  • Must be a U.S. person. Ability to obtain and maintain a DoD security clearance may be required depending on activities. This position may require access to export-controlled technical data.

Preferred Qualifications:

  • Experience with in the defense industry.
  • Security clearance or eligibility to obtain a security clearance.
  • Experience working with foreign entities and an appreciation of cultural differences.
  • Ability to work independently as well as under direction.
  • Strong organizational skills to perform and manage multiple substantive and administrative activities concurrently.
