GENERAL STATEMENT OF DUTIES: Responsible for planning, organizing, and operating a complex governmental accounting and budgetary system within a human service agency. Supervises and conducts large and complex financial audits of records and accounts of municipalities and non-profit community organizations, including nursing homes. Assists in providing various business management functions such as purchasing, store keeping, and budget preparation. Performs related work as required.
SUPERVISION RECEIVED: Works under the general supervision of a superior with considerable latitude for independent judgment and initiative. Objectives and policies are determined in consultation with or reviewed by a superior. Work is appraised based on results and is usually completed independently.
SUPERVISION EXERCISED: Plans, assigns, organizes, supervises, and reviews the work of professional staff and clerical subordinates, ensuring accuracy and compliance with procedures and directives.
Additional Responsibilities:
- Manage fiscal/financial functions within a division, controlling expenditures and providing budgetary and cost control expertise.
- Assist in preparing and presenting divisional and departmental budget requests.
- Review contracts for accuracy and compliance with regulations.
- Supervise and conduct field audits of nursing homes, non-profit organizations, and municipalities.
- Analyze federal regulations and manage federal funds for programs serving disadvantaged persons.
- Prepare reports and financial statements for state and federal agencies.
- Supervise and direct professional and clerical staff engaged in fiscal operations.
Knowledge, Skills, and Abilities: Thorough knowledge of accounting principles, governmental finance, budgeting, and federal grant guidelines. Ability to analyze accounting systems, prepare audit reports, and supervise staff.
Education and Experience: Graduation from a recognized college with specialization in Accounting or Business Administration, plus experience in a responsible accounting or auditing position in public or private sector. Equivalent combinations of education and experience are acceptable.
Additional Duties: Responsible for financial reporting, expense tracking, and cash reconciliation for federal grants. Engage with program staff to ensure compliance with federal grant management expectations, including reviewing budgets, developing spending plans, and guiding procurement needs.
Preferred Qualifications:
- Experience in grants management, project management, and general accounting functions.
- Understanding of health and human service delivery systems and federally funded programs.
- Ability to manage multiple projects simultaneously.
- Dependable, decisive, and results-oriented.
