Overview
Supplies departmental staff with equipment and materials; assists with the procurement process and associated documentation.
Responsibilities- Assists department staff with purchase requisition process, including verifying accuracy and prompt fulfillment.
- Compiles materials list and purchases items as specified by projects.
- Consults with County staff, vendors, and other external parties concerning procurement aspects such as sourcing, price quotations, shipment methods, and delivery locations and scheduling.
- Receives incoming orders and maintains responsibility for receipt, inspection and acceptance of materials and equipment ordered.
- Issues tools, safety gear, materials, and equipment to shop and field work personnel; processes receipts, returns and transfers of materials and issued equipment in accordance with the requirement for segregation of duties.
- Operates fork lift and other heavy equipment needed to handle materials and supplies.
- Assists supervisor(s) in obtaining specifications and prices for project estimates.
- Verifies invoices from suppliers, compiles shipment documentation and invoicing, and approves purchase orders for payment.
- Prepares documentation and costs of materials issued; process receipts, returns and transfers of issued equipment.
- Maintains records and files of orders, receipts, returns, issues and transfers.
- Consults with management and department staff concerning procurement aspects.
- Ensures storage of materials and equipment; maintains levels of materials and equipment to sustain daily maintenance operations.
- Acts as property custodian for the assigned department, processes and accounts for the purchase of equipment and property and maintains inventory of properties.
- Responds to questions from Purchasing Department, customers and vendors regarding orders.
- Performs functions associated with the purchasing program (i.e., work orders, material and inventory issues).
- Conducts annual property inventory of assets.
- Performs other duties as assigned.
High school diploma or GED; supplemented by a minimum of two (2) years progressively responsible experience in supply and inventory management, procurement of supplies and equipment, or logistics; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Purchasing and/or supply experience preferred. Experience using supply/logistics management software is preferred.
Licenses and CertificationsRequires a valid driver license. May be required to obtain and maintain a Defense Biometrics Identification System (DBIDS) badge dependent upon departmental assignment. Class B commercial driver license is preferred, dependent upon departmental assignment.
Physical, Language, and Cognitive Requirements- Physical Requirements:
Requires the ability to operate a variety of machines and equipment including forklifts to computers, telephones, and other office equipment. Must be able to exert up to 50 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. May require bending, stooping and twisting. Physical demands are essentially those of sedentary work. - Language Ability:
Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read a variety of technical data, policy and procedure manuals, and codes. Requires the ability to prepare forms and reports using prescribed formats.
Requires the ability to communicate with a broad array of individuals from various professional backgrounds. - Intelligence and Numerical Aptitude:
Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. - Interpersonal Temperament:
Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with frequent deadlines and peak workloads. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
