Description

The Polk County Taxpayer Service Center has an opening for an Elections and Forfeiture Specialist. This position performs highly responsible technical and administrative tasks encompassing the management and supervision of the County’s election’s function. Work is performed under the supervision of the Director of Property Records and is reviewed through conferences, reports and results obtained. This.

ELECTIONS
  • Direct and manage the delivery of election services, ensuring high quality and respectful services that provide equitable outcomes and meet the needs of the county’s residents.
  • Supervise and perform the statutory Auditor duties of the Polk County Director of Property Records/Election Administrator that include voter registration administrator, absentee voting administrator, mail ballot administrator, UOCAVA administrator and voting systems administrator.
  • Assist with the hiring process, supervise, and evaluate technical and temporary personnel within the elections department, including assignment of work, evaluation of performance, establishment of priorities, staff training and development.
  • Coordinate the development of procedures and workflows, to provide a seamless voting and results reporting environment for the department’s internal and external customers.
  • Compiles election ballots. Coordinates with each precinct for ballot candidates or questions, works with vendor to create ballot and review for accuracy based on regulations and policy.
  • Orders and maintains all inventory required to conduct an election.
  • Maintains Election Calendar; assuring that all required deadlines are met, and election notices required by state law are published.
  • Prepares Election Abstract to submit to the Secretary of State Office
  • Maintains/audits precinct, voter database, absentee balloting on SVRS State software system.
  • Schedules, publishes, and coordinates mandated equipment testing and oversee testing.
  • Reviews test decks and summary sheets for equipment testing.
  • Oversees mail balloting in designated precincts. Coordinate mailing of ballots, Mail Ballot billing. Handle over the counter ballot issuance and reissuance for lost ballots.
  • Coordinates Absentee/Mail/UOCOVA Ballot Board, training and overseeing accepting/rejecting process.
  • Coordinate Election training and certification of election judges, city, township, head judge, health care and school district staff.
  • Coordinate all township, school district, special and state primary and state general elections that occur within the county, including election equipment programming and ballot procurement.
  • Research, negotiate, monitor, and determine action on agreements or contracts with service providers related election equipment and supplies including ballot production.
  • Maintain existing election systems by overseeing the system's operation, verifying compliance and modifications for legislative changes, and outcomes related to business requirements.
  • Provide leadership as the Department Specialist. Lead the establishment of department goals and objectives and make recommendations to the division director of changes in service delivery.
  • Provide leadership in determining the information systems and technology needed to maintain and improve applications within the Election Department such as the electronic roster system, voter registration system and election night reporting systems.
  • Develop and manage the Elections budget and finances.
  • Proactively review legislative efforts on elections. Anticipate the effect on the county, advise relevant persons, and interpret necessary changes and lead the implementation.
FORFEITURE
  • Direct and manage the forfeiture process, ensuring high quality and respectful services that follow state statute regarding Delinquent tax and Tax forfeiture processes.
  • Coordinate the development of procedures and workflows, to provide a seamless delinquent tax process for the department’s internal and external customers.
